Jiang Changyun mentioned that China's economic situation in the first half of 2013 is not optimistic, especially in 1., the growth rate of the secondary industry has declined significantly. On the contrary, in the first quarter of 2013, the scale of the added value of the service industry exceeded that of the secondary industry for the first time, and its proportion in GDP exceeded that of the secondary industry for the first time (45.9). For the first time, the service industry became the industry with the largest added value and the highest proportion of GDP among the three industries in China. Taking this as an opportunity, the service industry in turn enhances economic confidence and drives the development of primary and secondary industries.
 

In view of the unfavorable situation of the primary and secondary industries, efforts must be made to make a fuss about the tertiary industry and innovate the service industry. Jiang Changyun revealed that the state will issue relevant policies and guidance to encourage the development of pension services and emerging service industries.

Jiang Changyun believes that Shandong has many advantages in developing the service industry: "there are mountains, waters and saints", which is not only a resource advantage, but also an interesting advantage. Shandong has obvious geographical advantages. It is close to the high-end markets of Beijing, Tianjin and Shanghai. It is only an hour's drive from Beijing to Jinan by high-speed rail.
