Notice of the Ninth Council of China Foreign Agricultural Economic Research Association
The 8th Council of the China Foreign Agricultural Economic Research Association (hereinafter referred to as the "Research Association") will expire in August 2024. It is hereby scheduled to hold a member congress in May 2024 to elect the 9th Council, Standing Council and Research Association. The change of the Council of the Research Society is hereby notified as follows.
1. guiding ideology and working principles
(1) guiding ideology
adhere to the leadership of the Party and ensure the correct political direction of the general election work. Abide by national laws and regulations, the relevant management norms of the Ministry of Civil Affairs and the Chinese Academy of Social Sciences, the relevant requirements of the escrow unit and the constitution of the research association, and ensure the legality and standardization of the general election. Respect the wishes of members, protect their right to vote and stand for election, and ensure the democracy and fairness of the general election. Optimize the talent team, improve the staff structure of the council, and enhance the overall quality and influence of the research society.
(2) working principles
-- Open and transparent. The whole process of the general election is open and transparent and subject to member supervision.
-- Fair and just. All members enjoy equal rights and obligations in the general election, and the election results are objective and fair.
-- In accordance with the law. The general election work strictly complies with national laws and regulations, relevant management regulations of the Ministry of Civil Affairs and the Chinese Academy of Social Sciences, relevant requirements of the escrow unit and the regulations of the research association.
-- Normative and orderly. The general election work is closely organized, standardized, efficient and orderly.
2. eligibility conditions
(1) quantity requirements
as of February 6, 2024, the number of members of the research institute is 1114, 255 directors and 84 executive directors. According to the relevant regulations of the Ministry of Civil Affairs, the number of directors should not exceed 1/3 of the number of members, and the number of executive directors should not exceed 1/3 of the number of directors. Based on the number of existing members, the number of members of the Ninth Council should not exceed 371, and the number of executive directors should not exceed 123.
(2) director candidate requirements
1. Love the motherland, support the leadership of the Communist Party of China and the cause of socialism, safeguard national unity and national unity, abide by the national constitution and laws, and have good moral conduct and social image;
2. Personnel engaged in policy formulation, industry practice, and academic research in related fields of agriculture and rural areas, with priority given to foreign research results related to agricultural and rural development;
3. Actively participate in the work of the society and be able to make suggestions for the development of the society;
4. In principle, they should have the title of deputy senior or above in universities and research institutions; or serve as the chairman and general manager of agricultural enterprises, or the head of department business of leading enterprises in the industry.
(3) executive Director candidate requirements
on the basis of the requirements of the director candidates, the following conditions shall also be met:
1. Representative and influential in the field of agricultural and rural related professional research;
2. In principle, it should have the title of senior and above in universities and research institutions.

(1) director candidates
director candidates to take a combination of recommendation and self-recommendation.
The president and vice president can each recommend 3 candidates for directors, and each executive director can recommend 2 candidates.
Relevant industry practitioners, scholars from universities and research institutions, and business managers who meet the requirements of director candidates can also recommend themselves.
(2) candidates for executive director
executive director candidates take a combination of recommendation and self-recommendation.
The president and vice president can each recommend 2 candidates for executive director, and each executive director can recommend 1 candidate for executive director.
Relevant industry practitioners, scholars from universities and research institutions, and business managers who meet the requirements of executive director candidates are self-recommended.

mode of 4. Election and Arrangements for General Election
(1) election Committee
the election committee will discuss and select the list of candidates for the council and the standing council, and submit the candidates to the Party Committee of the Institute of Rural Development of the Chinese Academy of Social Sciences for approval.

(2) general meeting
it is planned to hold a general election on May 25-26, 2024. The election process is as follows:
1. At the beginning of the meeting, the Election Committee shall announce the election rules and procedures, recommend scrutineers and tellers, and vote by show of hands on the spot;
2. Distribute ballot papers, and voters fill in ballot papers and put them into ballot boxes;
3. After the end of the voting, the vote counting personnel shall count the votes under the supervision of the election committee;
4. After the counting of votes is completed, the Election Committee will announce the election results and announce the list of members of the new council.
( III) objection Handling
if you have any objection to the election results, please report it to the election committee in writing during the publicity period and provide necessary evidence for verification. The person who raises the objection must provide his real name, work unit, contact number and other effective contact information (the election committee will keep it strictly confidential). Any objection that is anonymous, impersonated or beyond the time limit will not be accepted.

5. schedule
march 2024 to pass the change plan, and issued a change notice;
accept self-recommendation and recommendation of directors and executive directors before April 10, 2024;
before April 20, 2024, the election committee will determine the list of candidates and submit it to the Party Committee of the Institute of Rural Development of the Chinese Academy of Social Sciences for approval;
before May 10, 2024, the list of candidates approved by the Party Committee of the Agricultural Development Institute shall be submitted to the Scientific Research Bureau of the Chinese Academy of Social Sciences for the record;
may 25-26, 2024 members of the General Assembly to hold elections;
on May 26, 2024, after the election of the new council, the first council and standing council of the ninth council will be held, and the election results will be made public through the Internet;
the Ministry of Civil Affairs will complete the filing of community information by August 2024.
