The main measure is to formulate the Japanese Agricultural and Forestry Specification (JAS) for "Dried and Cooked Beef (DAB)", specify the ripening process and the state of the finished product, and specify the location of raw meat. After the development of JAS specifications, the manufacturing facilities and quality management methods must be certified by a third party, which can control the quality of cooked meat to a certain range.

The Ministry of Agriculture, Forestry and Fisheries said that after the golden autumn, carnivores will be convened to set up a special committee to sort out a general framework within this year, and JAS benchmarks for cooked meat can be worked out as soon as 2016.
