NoticesThe 2022 Annual Meeting and Academic Seminar of China Foreign Agricultural Economic Research Association was successfully held in Southwest UniversityOn December 4, 2022, sponsored by the China Foreign Agricultural Economic Research Association and the Rural Development Research Institute of the Chinese Academy of Social Sciences, and co-organized by the School of Business and Commerce, the School of Economics and Management, and the Rural Revitalization Strategy Research Institute of Southwest University, the 2022 Conference and Academic Seminar was successfully held in the form of an online meeting. With the theme of "China's practice and international experience of firmly holding the two bottom lines", the conference discussed the Chinese practice plan and international experience of consolidating and expanding the achievements of poverty alleviation, promoting the comprehensive revitalization of rural areas, accelerating the modernization of agriculture and rural areas, and promoting the common prosperity of farmers and rural areas. The conference set up the opening ceremony, the keynote report, the parallel forum, the closing ceremony of four links. 90 member representatives from more than 50 scientific research institutes across the country attended the meeting online. The opening ceremony was presided over by Professor Li Xiaoyang, Dean of the School of Business and Commerce of Southwest University, Professor Cui Yanqiang, Vice President of Southwest University, and Researcher Du Zhixiong, Secretary of the Party Committee and Deputy Director of the Institute of Rural Development of the Chinese Academy of Social Sciences. Cui Yanqiang introduced the practical measures and experience results of Southwest University in helping to implement the rural revitalization strategy; Du Zhixiong emphasized the core content of building an agricultural power in his speech. The keynote report session is divided into two sessions. The first half was presided over by Han Yi, a professor at the School of Business and Commerce of Southwest University. Professor Zhang Weiguo, President of Southwest University, was invited to give a report on "Rural Revitalization and County Economic Development", and Zhong Funing, a professor at Nanjing Agricultural University, was invited to give a report on "Population Change and Rural Governance". Luo Biliang, a professor at South China Agricultural University, was invited to give a report on "Asset Logic of Common Prosperity. The second half was presided over by Yang Dan, a professor at the School of Economics and Management of Southwest University, and invited Zhou Yingheng, a professor at Jiangxi University of Finance and Economics, to give a report on the practical experience of Japan's agricultural and rural modernization. Mi Yunsheng, a professor at the School of Economics and Management of South China Agricultural University, was invited to give a report on the third way to the reform of land management rights: the Irish tenancy bill and its experience and its enlightenment to China, lin Faqin, a professor at the School of Economics and Management of China Agricultural University, was invited to give a report on "Trade Liberalization and China's Nutrition Transformation. The parallel forum is divided into two parts: the thematic forum and the introduction of research results. The special forums are the Common Prosperity Forum co-organized by the Poverty Research Center of the Chinese Academy of Social Sciences, the Global Important Agricultural Cultural Heritage and Agricultural Ecosystem Forum co-organized by the Agricultural Cultural Heritage Branch of the Chinese Agricultural Society, and the China Agricultural Equipment Industry Development Research Institute of Jiangsu University A total of 24 experts and scholars spoke or commented on the theme of the forum. In the introduction part of research results, based on the evaluation results of members' contributions, 4 sub-venues and 7 special forums were set up. The themes were agricultural production and operation mode under the background of scale, farmers' behavior change and its influence, global agricultural transformation and development, global value chain and trade expansion, sustainable development of agriculture and rural areas, climate change and agricultural ecological economy, digital technology and rural revitalization, A total of 31 members introduced the research results, 22 experts and scholars commented. The closing ceremony was presided over by Lu Jie, vice president of the China Foreign Agricultural Economic Research Association, Hu Glacier, secretary general of the China Foreign Agricultural Economic Research Association, made a report on the work of the research association, Zeng Yinchu, chairman of the China Foreign Agricultural Economic Research Association, made a report on the work of the board of supervisors, Li Xiaoyang made a concluding speech, and Yang Guotao, dean of the School of Economics and Management of Ningxia University, delivered a speech on behalf of the 2023. Finally, Yuan Peng, President of China Foreign Agricultural Economic Research Association, made a concluding speech. NoticesChina Foreign Agricultural Economic Research Association 2022 Maritime Silk Road International Agricultural Cooperation Seminar Successfully HeldOn September 25, 2022, sponsored by the China Foreign Agricultural Economic Research Association and the Rural Development Research Institute of the Chinese Academy of Social Sciences, the 2022 Maritime Silk Road Agricultural International Cooperation Seminar, jointly organized by the National Institute of Agricultural system and Development, the School of Economics and Management of South China Agricultural University, and the key Laboratory of philosophy and Social Sciences of Guangdong Province, the Agricultural and Rural Policy Reform and Innovation Laboratory and the Rural Revitalization Laboratory, was successfully held. The meeting invited the Chinese Academy of Social Sciences, the Development Research Center of the State Council, the Chinese Academy of Agricultural Sciences, the Rural Economic Research Center of the Ministry of Agriculture and Rural Affairs, the Institute of International Trade and Economic Cooperation of the Ministry of Commerce, the Chinese Academy of Tropical Agricultural Sciences, the Ali Research Institute, and Zhejiang University, China Agricultural University, South China Agricultural University, Hainan University, Guangxi University, Fujian Agriculture and Forestry University and other scientific research institutions and well-known universities 15 experts and scholars, in-depth discussions were conducted on the key areas, key issues and policy needs of promoting international agricultural cooperation on the Maritime Silk Road, and 90 members and observers attended the meeting. The seminar was divided into two sessions in the morning and afternoon. Nine experts and scholars were invited to give special reports, and four experts and scholars commented on the special reports. The morning seminar was presided over by Professor Qian Wenrong, Dean of the China Rural Development Research Institute of Zhejiang University, and commented by Professor Luo Biliang and researcher Chen Jie, deputy director of the Rural Economic Research Center of the Ministry of Agriculture and Rural Affairs. It was successfully held in Nanjing, Jiangsu Province. Global agricultural trade and food security risks are increasing in (I) the global food security situation is not optimistic. In his keynote report entitled "Global Food Security Governance", researcher Li Xiande of the Chinese Academy of Agricultural Sciences pointed out that due to factors such as the new coronary pneumonia epidemic, about 2.37 billion people worldwide will not have access to adequate food in 2020, accounting for nearly one-third of the world's total population. In the context of the global pandemic of neo-coronary pneumonia, the volatility of international commodity markets such as energy and the slow recovery of the world economy, the employment and income of residents in many parts of the world, especially in some poor countries, have been greatly affected, especially the livelihoods and livelihoods of small farmers and other vulnerable groups have been seriously threatened, and the food security situation is likely to deteriorate further. In addition, the lack of a unified coordination mechanism for global food security governance, the mismatch between the international food aid system and global food security goals, the intensification of anti-globalization trends and unilateralism, and the lack of reform momentum and supervision and accountability mechanisms for global food security governance, to a certain extent, has also cast a shadow over the prospects for countries around the world to work together to improve global food security. International cooperation in agriculture is at risk of being blocked. Researcher Zhang Lubiao, Director of the Center for Foreign Economic Cooperation of the Ministry of Agriculture and Rural Affairs, pointed out in his keynote report entitled "A New Pattern of Agricultural Opening-up under the New Situation" that the outbreak and spread of the new coronary pneumonia epidemic has led to serious challenges for global agricultural economic cooperation in the industrial chain, supply chain and value chain. Taking China's agricultural foreign cooperation as an example, the analysis of Yu Min, an associate researcher at the Foreign Economic Cooperation Center of the Ministry of Agriculture and Rural Affairs, combined with research data, shows that the new coronary pneumonia epidemic has a significant impact on China's agricultural foreign investment, mainly as follows: first, the epidemic has led to the closure of many ports and the grounding of flights, and the global transportation of agricultural materials and agricultural products has been seriously hindered; second, the strengthening of epidemic prevention measures has led to a significant increase in global transportation costs; third, the epidemic has exposed enterprises to higher default, delayed payment and exchange rate risks; fourth, the intensification of the big country game has led to an unfavorable external investment environment, with two-thirds of Chinese enterprises' overseas agricultural investment projects in a closed or semi-closed state, and more than 50 per cent of new overseas agricultural investment projects suspended. Uncertainty in the international agricultural market and trade environment is highlighted. Since the outbreak of the new coronary pneumonia epidemic, more and more countries have adopted a "beggar-thy-neighbor" trade policy in pursuit of self-protection, which has not only exacerbated the short-term supply and demand tensions and food price volatility in the international food market, but also contributed to the spread of bad expectations and panic in the market, with a serious impact on global food security and economic and social stability. Research by Cai Qingru and other scholars at Nanjing Agricultural University shows that from January 1, 2020 to July 26, 2021, a total of 69 countries (regions) around the world implemented 3485 outbreak-related agricultural trade measures for 197 agricultural products. Among them, there are 1320 import promotion measures, accounting for about 38%; 1150 import restriction measures, accounting for about 33%; 1015 export restriction measures, accounting for about 29%, involving varieties including rice, wheat, corn, vegetables, sugar, vegetable oil, etc. Overall, trade restrictions have been an important factor in disrupting global food flows and volatile food prices during the neo-coronary pneumonia epidemic, and nearly half of the export restrictions are still in place today and are likely to continue to affect global agricultural trade patterns for some time to come. With the unknown development of the new coronary pneumonia epidemic, the rise of trade protectionism and the lack of effective international regulation of agricultural trade restrictions, volatility, uncertainty and increased risk may become the new normal in the international agricultural market. China's agricultural development is difficult to survive under the high level of (II) and opening up although China has effectively guaranteed domestic food security and market supply and price stability for important agricultural products during the neo-coronary pneumonia epidemic, this does not mean that China will be able to fully protect itself from the international environment against the backdrop of severe global food security and increasing risks in the international agricultural market. The reason behind this is that China's agriculture is no longer a closed agriculture, but a highly open agriculture, especially in the 20 years since China's accession to the WTO, with the improvement of the degree of opening up of agriculture to the outside world, China's agriculture has been rapidly, comprehensively and deeply integrated into the world agricultural economic system (Zhu Jing et al., 2018). In 2020, China's total agricultural trade volume exceeded 246.83 billion US dollars, ranking the second largest agricultural trade country in the world. Among them, imports reached 170.8 billion US dollars, ranking first in the world; exports reached 76.03 billion US dollars, ranking fifth in the world. At the same time, China's bulk agricultural products showed a comprehensive net import pattern, with the ratio of grain imports to domestic grain production of more than 1:5, and the import of grain, cotton, oil, sugar, meat and milk equivalent to the output of more than 1 billion mu of sown area (Zhu Jing et al., 2021).
