Based on the review of domestic and foreign literature on relative poverty and foreign practices in relative poverty governance, as well as the study of the spirit of the 19th National Congress of the Communist Party of China and the Fourth Plenary Session of the 19th Central Committee, this paper discusses four aspects of solving relative poverty in China's medium and long-term process: China can be different from other developed countries and establish the goal of solving relative poverty under the modernization framework of common prosperity; In order to fully meet the needs of poverty and social progress monitoring and poverty reduction policies, at this stage, China can formulate a diversified relative poverty standard system; China should adhere to the "three pillars" strategy of economic growth, human capital investment and social security, which is widely adopted in the world, but it needs to make necessary adjustments in the light of China's national conditions. in particular, we should continue to adhere to the development support strategy and policy orientation; relative poverty governance needs to be regularized, optimize the pattern of large-scale poverty alleviation, and implement institutionalized and legalized poverty governance.
