Thoughts and Policies on Promoting Rural Revitalization during the 14th Five-Year Plan Period

The rural revitalization strategy has made important progress since its implementation. Its institutional framework and policy system have basically been formed, but there are still obvious shortcomings and weak links in the foundation of revitalization. Rural infrastructure, public services, technology and talents, and environmental governance are among them. Outstanding shortcomings. The "14th Five-Year Plan" period is the period of the development of the rural revitalization strategy, and it is also the critical period for the transformation from the comprehensive well-off to the full implementation of the rural revitalization strategy. With the realization of the goal of comprehensive well-off and poverty alleviation, the focus of China's "three rural" work will gradually shift to the comprehensive implementation of the rural revitalization strategy. On the basis of analyzing and revealing the progress of the implementation of the rural revitalization strategy and its shortcomings, this paper puts forward the general idea, stage objectives and specific policy measures to promote rural revitalization during the 14th Five-Year Plan period, and holds that some coastal developed areas have the conditions to take the lead in basically realizing agricultural and rural modernization around 2025.
