Zhang Zongyi: "During the 14th Five-Year Plan" period, a number of major issues and initiatives for the transformation of hilly and mountainous farmland should be mechanized.
Hilly and mountainous areas are important production bases of fruit, vegetable, tea and characteristic grain and oil in China, and an important area for rural revitalization in China. However, due to the limitation of terrain conditions, the level of agricultural mechanization in China's hilly and mountainous areas is far lower than that in plain areas, and the process of agricultural and rural modernization is seriously lagging behind. It is the key measure to solve the problem of agricultural mechanization lag in hilly and mountainous areas to carry out small and large, short and long, slope reform and other suitable mechanized operations. This paper first expounds the internal logic of farmland mechanization transformation in hilly and mountainous areas from three dimensions: the importance of hilly and mountainous areas in the national agricultural and rural areas, the problems caused by the lagging development of agricultural mechanization and the solutions for the development of agricultural mechanization, and then empirically analyzes the practical cases at home and abroad, this paper analyzes the relationship between the construction of high-standard farmland and the appropriate mechanization, how to determine the scope of the transformation object, how to measure the transformation funds and subsidy funds, how to choose the specific transformation mechanism, how to optimize the technical standards of transformation and other problems faced in the practice of farmland suitable mechanization transformation. The results show that: according to the current transformation cost of 15000~60000 yuan per hectare, only 412.5~1650 yuan per hectare per year is needed to bring an additional benefit of break-even, while the current practice is suitable for mechanized transformation of arable land can generate at least 4500 yuan per hectare per year; in addition, the working mechanism of farmers' participation, construction first and then compensation, quota subsidy and self-financing of the difference is better than the working mechanism of high-standard farmland construction, which is all arranged by the government. Finally, this paper puts forward the corresponding specific policy recommendations.
