The internal logic of promoting grain production and quality improvement lies in the incentive compatibility mechanism contained in the "rest assured" mechanism, which uses the agglomeration and sharing of agricultural management to make up for the input gap of non-material factors, stabilize grain production, maintain the willingness of small farmers to grow grain, generate intensive and efficient green production methods, prevent the degradation and fault of grain production capacity, promote farmland renovation, reduce abandonment, and increase the benefits of moderate scale operation and factor input, achieve the organic unity of "storing grain in the ground" and "storing grain in technology.
