background of the meeting

2021 is the centenary of the Communist Party of China. It is also the first year of the new journey of building a modern socialist country in an all-round way and marching towards the second centenary goal. It is of landmark significance in the process of China's modernization. At this important historical node, the 2021 Member Congress and Academic Seminar of the China Foreign Agricultural Economic Research Association (referred to as the "2021 Meeting") is hosted by Nanjing Agricultural University. This annual meeting coincides with the 100th anniversary of the education of agricultural economics in Nanjing Agricultural University., Warmly welcome all scholars and experts to participate in the academic event.

As a result of the neo-coronary pneumonia epidemic, the pattern of global economic development is undergoing profound changes, and China's economy has withstood the impact and taken the lead in achieving positive growth among the world's major economies, which is inseparable from a solid foundation for food security and the steady development of agriculture and rural areas. However, the impact of the new coronary pneumonia epidemic is still continuing, and it is of special importance to explore the path of agricultural and rural modernization in China in the new era from a global perspective and to deal with new problems and challenges.

Keynote speaker

zhang Lubiao

director, Center for Foreign Economic Cooperation, Ministry of Agriculture and Rural Affairs

he is currently director, researcher and doctoral supervisor of the Foreign Economic Cooperation Center of the Ministry of Agriculture and Rural Affairs.

He used to be the deputy director of the Institute of Agricultural Economics of the Chinese Academy of Agricultural Sciences, the director of the Bureau of International Cooperation of the Chinese Academy of Agricultural Sciences, the deputy director of the Department of International Cooperation of the Ministry of Agriculture and Rural Affairs, and the director of the Agricultural Trade Promotion Center of the Ministry of Agriculture and Rural Affairs. He is also the Secretary-General of the Agricultural Industry Branch of the China Council for the Promotion of International Trade and the Secretary-General of the Agricultural Industry Branch of the China International Chamber of Commerce. In 1992, he received a doctorate degree in agricultural economics from Nanjing Agricultural University. In 2002, he served as a doctoral supervisor in agricultural economics of the Chinese Academy of Agricultural Sciences, guiding the cultivation of nearly 100 masters, doctors, and postdoctoral professionals and academic leaders at home and abroad. He was invited to serve as a distinguished professor of the United Nations University for Peace and an expert consultant for many international organizations such as the World Bank, the African Development Bank, and the World Food Program. He has rich experience in international institutions and government departments. During his tenure as Deputy Director of the International Cooperation Department of the Ministry of Agriculture and villages, he took the lead in completing a number of top-level design policy documents, such as the opinions of the General Office of the State Council on speeding up Agricultural Foreign Cooperation, the Plan for Agricultural Foreign Cooperation (2016-2020), and the implementation opinions on the Integration of Agricultural Foreign Cooperation and Agricultural Assistance. During his tenure as director of the Agricultural Trade Promotion Center, many reports focusing on key areas of U.S. agriculture, such as the impact of Sino-U.S. trade disputes on the export of agricultural products of the two countries, the analysis of the Sino-U.S. soybean trade situation, and the U.S. soybean inventory situation, received affirmative instructions from the leaders of the Ministry, and many reports that closely followed the trend of U.S. agricultural support policies provided important references for leadership decision-making and were recognized by the central leadership. Since serving as the director of the Center for Foreign Economic Cooperation, he has explored and promoted the establishment of post-doctoral mobile workstations, focused on China's agricultural foreign investment cooperation, and carried out a series of research on the development direction of the "14th Five-Year Plan" development plan, the construction of agricultural global headquarters bases, and the experience of developed countries. Important research work, the results have been highly recognized by the leaders of the Ministry.

Kong Xiangzhi

professor, School of Agriculture and Rural Development, Renmin University of China

kong Xiangzhi, male, born in March 1963, from Tancheng, Shandong. He is currently a second-level professor and doctoral supervisor of the School of Agriculture and Rural Development of Renmin University of China, a distinguished professor (post A) of the first batch of "outstanding scholars" of Renmin University of China, and concurrently the dean of the China Cooperative Research Institute and the editor-in-chief of the "China Cooperative Economic Review" magazine. In recent years, he has published more than 400 academic papers and more than 50 books (including co-authors). He has won the first prize of soft science achievements of the Ministry of Agriculture, the Beijing famous teacher Award, and the Beijing Outstanding teacher. He has won the Outstanding Achievement Award for Scientific Research in Colleges and Universities (Humanities and Social Sciences), the China Rural Development Award, and the Beijing Outstanding Achievement Award for philosophy and Social Sciences. He is also an expert supervisor of the Seventh Supervisory Board of the all-China Federation of supply and Marketing Cooperatives, a member of the National Standardization expert Committee, and vice president of the China Cooperative Economics Association.

Qian Wenrong

professor, Dean, China Academy of Rural Development, Zhejiang University

qian wenrong, professor, dr. Born in January 1966, "Yangtze River Scholar" Distinguished Professor of the Ministry of Education, Deputy Dean of the School of Public Administration of Zhejiang University, Dean of the China Rural Development Research Institute; member and Secretary-General of the Agricultural and Forestry Economic Management Discipline Review Group of the Academic Degrees Committee of the State Council, enjoying the special government of the State Council Allowance expert, vice president of China Foreign Agricultural Economic Research Association. He has presided over 2 major projects of the National Social Science Fund, 1 general project, 3 projects of the National Natural Science Foundation, 1 major special project of the Ministry of Education, 2 major projects of the Ministry of Education base, and more than 10 other provincial and ministerial projects; won the first prize of the National Ministry of Education's Outstanding Scientific Research Achievement Award (Humanities and Social Sciences), the first prize of Zhejiang Province's Outstanding Achievement in Philosophy and Social Sciences, the China Rural Development Research Award (Du Runsheng Award), Qian Xuesen Urban Science Gold Award and other academic awards More than 10; published 6 monographs such as "Chinese Peasant Families under the Influence of Population Migration", "The Economy of Chinese Rural Households", and published more than 100 academic papers in various domestic and other journals.

Li Xiande

research Fellow, Institute of Agricultural Economics and Development, Chinese Academy of Agricultural Sciences

li Xiande is a researcher at the Institute of Agricultural Economics and Development, Chinese Academy of Agricultural Sciences. Experts enjoying the special government allowance of the State Council. He is also a member of the United Nations High-level Expert Group on Food Security (HLPE), the deputy chairman of the Global Important Agricultural Cultural Heritage Expert Committee of the Ministry of Agriculture and Rural Affairs, and the vice chairman of the China Foreign Agricultural Economic Research Association. He received his doctorate from the French Higher Academy of Social Sciences (EHESS) in 2000. He worked as a consultant at the Organization for Economic Cooperation and Development (OECD) in Paris, France, in 2000 and 2001. From 2010 to 2014, he participated in the negotiation of international agricultural rules such as the Voluntary Guidelines on Land Titration and Responsible Agricultural Investment led by the Committee on World Food Security (CFS).

Xu Zhigang

professor, College of Economics and Management, Nanjing Agricultural University

xu Zhigang, born in 1973, Suzhou, Jiangsu. Professor of Nanjing Agricultural University, young scholar of the "Yangtze River Scholars Award Program" of the Ministry of Education, leader of the outstanding innovation team of philosophy and social sciences in universities in Jiangsu Province, and chief expert of major national social science projects. He has successively served as secretary of the Seventh Agricultural and Forestry Economic Management discipline Review Group of the academic degree Committee of the State Council, director of the Chinese Society of Agricultural Economics, and vice chairman of the Youth work Committee. He has published more than 140 academic papers and 9 monographs in economic research, management world, food policy and other journals. He has been rated as a highly cited scholar in China by the Elsevier for three consecutive years. Won the Ministry of Education's Higher Education Scientific Research Outstanding Achievement Award twice, the National Teaching Achievement Award, the China Rural Development Research Award, and the Jiangsu Province Philosophy and Social Science Outstanding Achievement Award.

traffic Alert

for those who take the train to get off at Nanjing Station, please take Metro Line 1 to Xinjiekou Station and change to Line 2 (towards jingtian road) to get off at xiamafang Station, and go straight for 50 meters from exit 3 to the north gate of Nanjing Agricultural University. Take a taxi to the hotel, the fare is about 25 yuan. Take bus no 36 to get off at weigang station, go 50 meters and turn right into tongwei road, transfer to No.84 to get off Tongwei Road South Station and go 90 meters ahead.
For those who take the train to get off at Nanjing South Railway Station, please take Metro Line 1 to Xinjiekou Station and transfer to Line 2 (towards jingtian road) to get off at xiamafang station, and go straight for 50 meters from exit 3 to the north gate of Nanjing Agricultural University. Take a taxi to the hotel, the fare is about 30 yuan.

For representatives arriving at Lukou International Airport by plane, please take the airport line subway (turn left at the domestic arrival exit on the first floor of T2 terminal 50 meters to reach the subway entrance.) Transfer to Nanjing South Railway Station and transfer to Metro Line 1 to Xinjiekou Station and then transfer to Line 2 (towards Jingtian Road) to get off at Xiamafang Station. Take Exit 3 and go straight for 50 meters to the North Gate of Nanjing Agricultural University.
