The Council Held the First President's Office Meeting to Discuss the Work in 2013

on November 25, 2012, President du Zhixiong convened the first president's office meeting of the sixth Council of the Association in Beijing. Vice presidents Cheng Guoqiang, he Xiurong, Jiang Changyun, Kong Xiangzhi, Tang Zhong, Wang Jianing, Xu Hui, Zhu Lizhi and Zuo Changsheng attended the meeting, and some deputy secretaries-general attended the meeting as nonvoting delegates.

The theme of this meeting is the recent work of the China Foreign Agricultural Economic Research Association and the work arrangement in 2013. The president first reported the progress of the work since the general meeting on August 18, 2012, including the general audit, the approval and certification of the Ministry of Civil Affairs online general application, membership registration and collection of membership fees, the construction of rules and regulations, and the construction of websites. By the end of November, the association had completed the filing of the president, vice-president, secretary-general and other responsible persons as well as the filing of the organization. Next, the president put forward proposals and ideas on the work of the seminar in the near future and 2013.

The contents to be discussed and the main work ideas include:

4. On the appointment of a group of retired senior cadres as honorary presidents or advisers of the Association

5. Principles for handling applications for membership and new executive directors and directors

6. Preliminary idea of hosting the annual meeting of the ECARDC2015 in the name of the Research Society

the vice-chairman of the meeting held a heated discussion on the proposals and ideas put forward by the president on the work of the 2013 research association. Tang Zhong, He Xiurong, Wang Jianing, Kong Xiangzhi, Cheng Guoqiang, Xu Hui, Jiang Changyun, and Zhu Lizhi spoke successively. A consensus was reached as follows:

1. In order to improve the social influence of our association, it is necessary to appropriately add some positions above the director level, including honorary president, consultant, executive director, director, etc;

2. Agree to organize the members of the research association to write and publish a book related to foreign agricultural development every year, form a series of brand publications, and gradually expand the influence of the brand. An editorial board should be set up to plan and check the outline and the final results. Some vice-presidents at the meeting voluntarily expressed their attitude of providing publishing subsidies and implementing specific issues of publishing.

The 3.2013 Annual Academic Conference should be prepared as soon as possible and papers should be collected before July 2013. We can refer to the meeting ideas of the "China Agricultural High-level Forum", closely combine the current topics of high concern of the government and society, integrate superior resources, and make the academic annual meeting a high-end and international brand think tank forum. Conference excellent papers according to the paper writing paradigm and content, respectively, priority to "China's rural economy", "reform" and "world agriculture" recommended published.

The meeting instructed the secretariat to put forward a detailed work plan on matters 2 and 3 as soon as possible, which will be formally implemented after the president's office meeting.

4. For institutions that can provide resources for the research society, they can be attached to the research society after deliberation and approval by the president's office meeting. Its operation, management, finance and other work need to strictly abide by the articles of association and various systems of the research society. The affiliated units must be strictly audited and the process controlled to avoid potential risks and troubles.

5. At present, the daily work of the conference is selected by the secretariat and individual president units, which basically does not affect the efficiency and effect of the work. Therefore, the establishment of a permanent body in the conference is not considered for the time being. It can be set again in the future as needed.
