The 2nd Cross-Strait Rural Revitalization and Common Prosperity Forum "Cross-Strait Urban-Rural Integration Development Forum" was successfully held in Xiamen, Fujian
On June 14, 2024, the second Cross-Strait Rural Revitalization and Common Prosperity Forum "Cross-Strait Urban-Rural Integration Development Forum" sponsored by the China Rural Development Society, the China Foreign Agricultural Economic Research Association, and the Institute of Rural Development of the Chinese Academy of Social Sciences was held in Hall 1, Tianzhu, Rongxin Seaview Huayi Hotel, Haicang, Xiamen, Fujian. The forum invited people from the Chinese Academy of Social Sciences, Renmin University of China, Nanjing Agricultural University, Sun Wennan Academy, Foguang University, Inner Mongolia Normal University, Fujian Science and Technology Association, China Cross-Strait Peace Development Promotion Association, Shaoguan College, Qiao Jieli Brokerage Co., Ltd. Experts and scholars from both sides of the strait conducted academic discussions on people's livelihood and well-being. Nian Meng, deputy secretary-general of the China Rural Development Society, presided over the forum, and more than 30 scholars and graduate students from both sides of the strait attended the meeting.
Wang Mingsheng, President of Sun Wennan Academy, delivered a speech entitled "Diagnosis and Structural Solution of Cross-Strait Towards Common Prosperity". Dean Sun pointed out that compared with the urban-rural development gap in the mainland, the most important obstacle to achieving common prosperity in Taiwan is the difference between the north and the south. The specific manifestation is that the economic development gap between the north and the south of Taiwan is very large, and the economic development in the south is relatively backward. As a result, most young people in the south choose to go north to seek employment opportunities. President Sun proposed a way to build cross-strait South-South cooperation, promote cross-strait economic and social integration and development, and promote economic growth in southern Taiwan, thereby promoting common prosperity in Taiwan.
Professor Yang Jiangfan, executive vice president of Fujian old science and Technology Association, delivered a theme speech entitled "Fujian Taiwan tea margin and Rural Revitalization", which profoundly expounded the close relationship between Fujian Taiwan tea margin and Rural Revitalization, and put forward a new idea of giving full play to the advantages of cross-strait tea margin and jointly promoting the development of tea industry and Rural Revitalization. Professor Yang Jiangfan pointed out in his speech that Fujian and Taiwan tea have the same origin and the same root, carrying profound historical and cultural heritage. For a long time, the tea industry on both sides of the strait has complemented and promoted each other, and jointly created the glory of the tea industry. He firmly believes that with the current opportunity of cross-strait integration and development, we should further strengthen exchanges and cooperation, work together to promote the development of the tea industry, and jointly write a new chapter in rural revitalization.
Zhang Qingyong, associate professor of the School of Agriculture and Rural Development of Renmin University of China, delivered a keynote speech entitled "Integrated Development of Rural Industries and the Utilization of Idle Homestead. Associate Professor Zhang Qingyong analyzed the problem of idle rural homesteads in China, and pointed out that with the acceleration of urbanization, the rural population has decreased but the area of homesteads has increased, resulting in serious idle homesteads. Through the integrated development of rural industries, especially through foreign capital investment, rural tourism development and industrial structure optimization, the area of idle homesteads can be significantly reduced. The empirical results show that the effect of industrial integration development is more significant in villages with high clan network intensity, land ownership and higher income. Policy recommendations include promoting industrial integration, confirming land rights, playing the role of clans and strengthening village governance to more effectively invigorate idle homesteads.
Liu Jincai, associate professor of the Department of Public Affairs of Foguang University, delivered a keynote speech entitled "Current Cross-Strait Agricultural Exchanges and Cooperation: Status Quo, Challenges and Opportunities. he analyzed in detail the current situation, challenges, and opportunities of cross-strait agricultural exchanges and cooperation. At the beginning of the report, the progress of the current mechanism of cross-strait agricultural exchanges was introduced, and the DPP government's counter-attitude towards cross-strait agricultural exchanges was pointed out. The main contents include the implementation and effectiveness of the mainland's agricultural policy towards Taiwan, such as the establishment of Taiwan farmers' entrepreneurship park and the implementation of zero tariff policy. In addition, the attractiveness of the mainland policy and its magnetic attraction effect on Taiwan's agricultural talents, technology and capital are also emphasized. At the same time, the report criticized the DPP government's negative attitude towards the policy of benefiting Taiwan and its obstruction to cross-strait agricultural exchanges and cooperation. Finally, the report puts forward the future prospect of cross-strait agricultural exchanges and cooperation, and calls for the establishment of a closer cross-strait agricultural cooperation mechanism to achieve win-win results.
Zhou De, associate professor of the School of Economics and Management of Nanjing Agricultural University, delivered a keynote speech entitled "China's Food Nutrition Transformation and Food Safety Assurance Strategies under the Big Food View. Associate Professor Zhou De analyzed in detail the transformation process of food nutrition in China and the challenges it brings. He pointed out that with the rapid economic development, China's diet pattern has gradually changed from the traditional diet based on grains and vegetables to the mode of high-fat and high-energy food, resulting in unreasonable dietary structure, declining activity level, unbalanced urban and rural dietary structure, increasing overweight, obesity and chronic diseases, as well as serious food waste. In order to deal with these challenges, Professor Zhou put forward the food safety strategy under the "big food concept", emphasizing the guidance of diversified and balanced diet, promoting the optimization of standards in the food production industry, developing a variety of agricultural resources, promoting the organic integration of food production and consumption, and strengthening the construction of efficiency enhancement and loss reduction system in the industrial chain, so as to ensure high-quality food safety.
Xing Jianguo, consultant of the Association for the Promotion of Peaceful Development on both sides of the Taiwan Strait, delivered a keynote speech entitled "Revitalizing Rural Areas and Common Prosperity in Mainland China from the Perspective of Taiwan's Rural Regeneration. Based on the experience of "rural regeneration" in Taiwan, this paper discusses the relationship between "revitalizing the countryside" and "common prosperity" in mainland China. The report first introduced the origin and basis of "revitalizing the countryside", and pointed out that since 1986, the Chinese mainland government has adopted a series of policies and legal measures to promote the development of poor areas. Subsequently, the report elaborated on the concept, goals and strategies of "revitalizing the countryside", emphasizing the comprehensive revitalization of industry, talents, culture, ecology and organization. The report also analyzes the current problems such as insufficient talents, single social organization structure, and insufficient capital investment. Then, the report introduces in detail Taiwan's "rural regeneration" regulations and their implementation results, including successful experiences in the establishment of special funds, community participation, environmental improvement and industrial activation. In addition, Taiwan's local creation programs have promoted sustainable rural development through cross-domain cooperation and industrial integration. Finally, the report puts forward a number of suggestions, such as upgrading the level of national rural revitalization strategic units, increasing capital investment, training and introducing rural revitalization talents, etc., in order to achieve the goal of "common prosperity.
Guo Chunna, associate professor of the School of Economics and Management of Inner Mongolia Normal University, delivered a keynote speech entitled "New Quality Productivity Measurement: Theoretical Framework, Index System and Empirical Results. The report points out that the new quality productivity is the development and innovation of Marxist productivity theory, and emphasizes the quality improvement and organic integration of the three elements of productivity (laborers, labor materials, and labor objects). By constructing a comprehensive index system, including the four dimensions of actual productivity, ecological environment, spiritual wealth and potential productivity, the development level of new quality productivity is measured. Empirical research shows that from 2014 to 2022, China's new quality productivity index and each sub-index showed a steady growth trend. Although in 2020, due to the decline in the ecological environment index and the per capita expenditure on education, culture and entertainment of residents, the integration index of the three factors of productivity has declined, but on the whole, the degree of coordinated development of each factor has increased year by year. The study also proposes ways to promote the sustainable development of new qualitative productivity through policy recommendations, including expanding the scope of official accounting, narrowing the gap between rich and poor, developing the digital economy, and improving the new qualitative production relations that are compatible with the development of new qualitative productivity.
Ding Xianhao, associate professor of Shaoguan University, delivered a keynote speech entitled "Research on the operating performance of credit cooperatives in Taiwan. Associate Professor Ding Xianhao discusses the operating efficiency of credit cooperatives in Taiwan. Through data envelopment analysis (DEA), 23 credit cooperatives and 35 banks were evaluated, and the results showed that overall, the operating efficiency of banks was better than that of credit cooperatives. The study found that most banks have entered the stage of decreasing scale compensation and need to reduce scale to improve efficiency, while most credit unions are in the stage of increasing scale compensation and need to expand their scale through capital increase or merger. It is suggested that more financial data or ratios can be considered for future research to obtain more comprehensive conclusions?.
