abstract
the reform of agricultural standard land in recent years represents a new type of agricultural land transfer that strengthens the requirements of agricultural land use, and provides important realistic materials and observation windows for deepening the study of agricultural land transfer. Based on the analytical framework of "contract attribute-governance structure" of transaction cost economics, this paper analyzes the theoretical connotation and mechanism behind the reform of agricultural standard land. The study found that the new type of agricultural land transfer, which strengthens the requirements of agricultural land use, faces higher asset specificity and the transaction risks it causes. On the basis of the village collective organization of farmers to transfer agricultural land, the addition of township asset operation companies and the strengthening of local government supervision and services is a new form of realization of the mixed governance structure, which can better match and adapt to the contractual attributes of this new type of agricultural land transfer, so as to reduce the transaction risk more effectively. The relevant conclusions can not only provide a deeper understanding of the innovative agricultural land transfer and its organizational model, but also provide a useful reference for policy-making to speed up the construction of modern agricultural management system.
