China Foreign Agricultural Economic Research Association2017 annual Conference and Academic Seminar Held in Guangzhou

from August 25 to 27, 2017, the "2017 Annual Meeting and Academic Seminar of China Foreign Agricultural Economic Research Association" (13th International Conference on Agriculture and Rural Development in China, ICARDC XIII) co-sponsored by China Foreign Agricultural Economic Research Association, School of Economics and Management of South China Agricultural University, National Agricultural System and Development Research Institute of South China Agricultural University, and China International Network for Agricultural and Rural Development (ICARDC) was solemnly held in South China Agricultural University. More than 200 experts and scholars from Oxford University, Singapore Management University, Nanyang Technological University, Hong Kong Baptist University, Delft University of Technology in the Netherlands, Kyushu University in Japan, National Development and Reform Commission, Chinese Academy of Social Sciences, Chinese Academy of Agricultural Sciences, Renmin University of China, Zhejiang University, Wuhan University and major agricultural and forestry universities in China gathered around the theme of "institutional innovation and agricultural development: Chinese experience and international comparison, discuss the new problems, new fields and new directions in China's agricultural development and system innovation under the new normal.

Professor Li Dasheng, Secretary of the Party Committee of South China Agricultural University, attended the opening ceremony on the morning of the 26th. The opening ceremony was presided over by Professor Luo Mingzhong, deputy dean of the School of Economics and Management of South China Agricultural University, and Professor Wan Junyi, dean of the School of Economics and Management, delivered a speech on behalf of one of the organizers. Dean Wan Junyi said that this annual meeting is not only a summary of the practice of China's "three rural" development, but also a sharing of international experience; it not only pays attention to the development of practice, but also pays more attention to the improvement of theory, which will definitely contribute to my country's "three rural". Provide useful suggestions for solving the problem. Researcher Du Zhixiong, chairman of the China Foreign Agricultural Economic Research Association and Secretary of the Party Committee of the Institute of Financial Strategy of the Chinese Academy of Social Sciences, delivered a speech on behalf of the research association. He reviewed the growth and development process of the China Foreign Agricultural Economic Research Association, and pointed out that since its establishment in 1982, the research association has been committed to building an academic platform for the exchange of "three rural" issues in my country for a long time. The research field has played an important role in promoting. At present, the research association has developed more than 500 members from universities, governments and scientific research institutions. Peter Ho, chief professor of Delft University of Science and Technology in the Netherlands and chairman of the China Agricultural and Rural Development International Network, delivered a speech on behalf of the foreign party. He introduced the development history and purpose of the China Agricultural and Rural Development International Network to the conference, and believed that China's development experience is very worthy of international level Institutional economics research.

President Du Zhixiong presided over the keynote report of the conference. Professor Luo Biliang of South China Agricultural University, dialect researcher of national development and Reform Commission, Professor Rachel Murphy of Oxford University and researcher Li Xiande of Chinese Academy of Agricultural Sciences respectively made "service scale operation-vertical division of labor, horizontal division of labor and continuous specialization", "establishment and reflection of China's agricultural support and protection policy system", "care experience of rural children in China: comparison of domestic migration and African migration", "International agricultural development transformation path and motivation analysis" academic report. Their findings found that market capacity, deepening division of labor and transaction costs are interrelated; children in rural China encounter multiple inequalities in many aspects of life, including emotional and emotional well-being; and China, as a country with tense human-land relations, can improve agricultural labor productivity through transformation and development.

In the afternoon, the delegates held academic discussions at eight parallel academic seminars, scholars on "agricultural land system and agricultural industry organization", "agricultural technology adoption, targeted poverty alleviation and farmers' income", "international experience reference and cooperation in agricultural development", "food consumption, agricultural product market and trade", "rural finance, agricultural insurance and agricultural management efficiency", "China's controversial grassland degradation and desertification", "China's agriculture and rural development", "urban and rural social and economic development" extensive exchanges and discussions were conducted, the working language of the last three papers is English. The main concerns of each sub-forum include the separation of three rights, the confirmation of land rights, the adoption of agricultural technology, the adoption of environmental technology, the development support of farmland water conservancy cooperatives, the scale of farmland ecology, the role of the government in the adoption of agricultural technology, the development of farmland water conservancy, the development of agricultural cooperatives and the construction of farmland ecological functions, the international food price, the supply and demand of food, the import and export of agricultural products, the value chain, food safety and food policies in developed countries, agricultural product price mechanisms, agricultural product futures, rural finance, agricultural insurance rates, etc.

This annual meeting also used the evening time to hold a special journal dialogue meeting, from the journals "China Rural Economy", "China Rural Observation", "World Agriculture", "Journal of Agricultural Sciences", "Agricultural Outlook" and "Agricultural Network Information" Relevant persons in charge and senior editors exchanged views with more than 50 participants. Each journal introduces the purpose of running the journal and the review process, and answers the questions that the author cares about in the topic selection, writing, submission and review of the paper. The meeting also conducted in-depth discussions on the issue of holding special journals and supplements to further promote thematic academic research.

At the plenary meeting on the 27th, first of all, the reporters of the five (Chinese) sub-venues summarized the discussion contents of the sub-venues; then read out the announcement of the results of the selection of outstanding papers for the annual meeting and presented awards to the winners on the spot. A total of 2 first prizes, 5 second prizes, 9 third prizes, and 14 finalists were selected. In order to fully listen to the opinions of the members on the work of the research association, the working meeting of the research association is divided into three parts: first, the secretary-general will make the annual work report of the research association; Secondly, the participating members were divided into two groups for group discussion, and each group appointed representatives to report the main contents of the members' speeches. Professor Luo Biliang, Vice President, expressed his thoughts on behalf of the organizer. Finally, President Du Zhixiong summarized the annual meeting. He believes that this is a complete and successful meeting, which is highlighted in five aspects:(1) the results are rich. The conference received a total of more than 110 papers, many original papers, high quality of the article, the theme of the paper and the purpose of the research association of high degree of fit;(2) extensive participation. The number of participants exceeded 200, a record high. Participate in the discussion fully, the meeting arranged 71 papers to be discussed and exchanged in 8 sub-venues, and the participants made speeches actively. (3) Reward outstanding papers. A total of 16 papers were selected for the Excellent Thesis Award;(4) Close international cooperation. The research association has cooperated with ICARDC for nearly 20 years. This time, the foreign side has organized three sub-venues to publish English papers, fully sharing the views of foreign scholars on China's agricultural and rural development;(5) the organization is tight. The excellent, meticulous and rigorous organization of the leadership and team of the School of Economics and Management of South China Agricultural University played an important role in ensuring the success of this annual meeting.

Regarding the future work of the research association, President Du Zhixiong put forward two ideas:(1) It is necessary to edit and promote the think tank achievements of the research association, because the purpose, tradition and members of the research association need such information dissemination channels, and the relevant personnel of the Chinese government and agricultural industry need such think tank achievements;(2) About the intentional advocacy of the research association for future research: ① Pay attention to the research on the actual situation and development law of foreign agriculture and rural areas, provide empirical solutions and paths for the major practical problems faced by China's agricultural and rural development at this stage; ② pay attention to the comparative study of agricultural and rural development between China and foreign countries, and realize the reference experience, Sino-foreign cooperation and joint formulation of rules; ③ pay attention to the research of China's agricultural and rural development experience. Tell the story of China, promote China's experience, expand the research vision from agricultural trade to agricultural international investment, and shift the research tasks and objectives from learning from foreign experience to not only learning from foreign experience, but also telling the story of China and exporting China's agricultural and rural development experience. ④ We should pay attention to the recent major principles and policies of the party and the state, such as the impact of "Belt and Road Initiative" on China's agricultural foreign cooperation, as well as the upcoming 19th National Congress of the Communist Party of China on the strategic planning of agriculture and the experience summary of the 40th anniversary of reform and opening up.
