on January 20, 2018, the China Foreign Agricultural Economic Research Association and the Rural Development Research Institute of the Chinese Academy of Social Sciences jointly hosted the "New Era · New Subject" family farm academic seminar and research results conference in Beijing (2017). From the Chinese Academy of Social Sciences, the Ministry of Agriculture, the Development Research Center of the State Council, the Institute of Industrial Economics and Technical Economics of the National Development and Reform Commission, the Agricultural Bank of China, the Management Cadre College of the Ministry of Agriculture, Nanjing Agricultural University, Nanjing Agricultural Mechanization Research Institute of the Ministry of Agriculture, Shandong Normal University, More than 50 experts and scholars from Huzhou Normal University and more than 10 media reporters including Xinhua News Agency, People's Daily Online and China Social Science News Agency attended the meeting. President Du Zhixiong and four vice presidents, Zhou Yingheng, Jiang Changyun, Tan Qiucheng and Tan Xuewen, attended the meeting.

president Du Zhixiong and researcher Wei Houkai, director of the Institute of Rural Development of the Chinese Academy of Social Sciences, delivered speeches on behalf of the organizers. Du Zhixiong pointed out in his speech that the 19th National Congress of the Communist Party of China put forward the general strategy of rural revitalization, which leads the work of agriculture, rural areas and farmers. Rural revitalization is first of all the revitalization of rural industries, including agriculture, and agricultural revitalization focuses on building the three major systems of agricultural production system, industrial system and management system. Among them, the cultivation of new agricultural production and management entities, including family farms, as the basis of agricultural micro-management, is at the core. At the present stage, family farm is the most suitable agricultural production and management subject of many new agricultural management subjects, which is the most suitable for the characteristics of agricultural production and the goal of agricultural development in China. It is also one of the important forces to bring small-scale farmers into the process of agricultural modernization. Therefore, it is of great significance to carry out monitoring and research on the development of family farms and promote the healthy development of family farms.
Cai Fang, vice president of the Chinese Academy of Social Sciences and member of the Party group, attended the meeting and delivered a keynote speech entitled "breaking through the bottleneck of agricultural and rural modernization. Cai Fang pointed out that the current agricultural and rural modernization has constraints such as the small scale of agricultural operations and the unstable transfer of agricultural labor. If the urban supporting policies can not keep up, the citizenization of agricultural transfer labor force can not be really promoted, and the phenomenon of labor force over 40 years old flowing back to rural areas will become more and more obvious, which will affect the modernization of agriculture and rural areas. China's economic growth should pay attention to curb the "reverse Kuznets process".

zhang Hongyu, director of the Department of Rural Economic system and Management of the Ministry of Agriculture, elaborated on the definition, development status and problems of family farms, pointing out that family farms are not juxtaposed with other business entities such as cooperatives and agricultural leading enterprises, but the basis for the development of the latter. Director Wei Houkai pointed out that the new agricultural subject includes both the production subject and the service subject. We should attach importance to and strengthen the cultivation of the new agricultural service subject, and give full play to the leading role of the new service subject in the production of small farmers. Wang Zhaoyang, deputy general manager of the three rural policies and business innovation department of the head office of the Agricultural Bank of China, made a general introduction on the development of agricultural bank services for agriculture, rural areas and inclusive finance in rural areas, and put forward policy suggestions on financial support for the development of family farms. Professor Zhou Yingheng, vice president of our association and professor of Nanjing Agricultural University, expounded the realistic background, institutional logic, construction path and the status of family farms in China's agricultural management system. Zhu Shouyin, vice president of the management cadre college of the Ministry of agriculture, and Zhang zhaoxin, a researcher of the rural economic research center of the Ministry of agriculture, also expressed important views and opinions on the deviation in the structural reform of agricultural supply side and the policy system of building a suitable small-scale family farm.

since 2014, in order to keep abreast of the progress and problems in the development of family farms, the Department of Rural Economic system and Management of the Ministry of Agriculture has specially entrusted President du Zhixiong to form a team to carry out tracking, monitoring and research on nearly 3000 family farms in 31 provinces (cities and districts) across the country. At present, it has completed three consecutive years of monitoring, published two "China Family Farm Development Report" (the third report is being published), and published nearly 40 academic papers. At the meeting, Du Zhixiong, the head of the monitoring and research team, introduced in detail the work of the Chinese family farm monitoring and research team in recent years in the theme report, and released the main problems and findings of the team's research. Other core members of the team, such as Gao Liangliang, Zhang Zongyi and Cai Yingping, also reported their special research results.

This conference was hosted by the Land Economics and Human Resources Research Office of the Institute of Rural Development of the Chinese Academy of Social Sciences, and co-organized by the key discipline of the "Agricultural Modernization" of the discipline construction of the Chinese Academy of Social Sciences.
