from August 18 to 20, 2018, the 2018 annual meeting and academic seminar of China Foreign Agricultural Economic Research Association was held in Fujian Agriculture and Forestry University. The conference was co-sponsored by the China Foreign Agricultural Economic Research Association, the Institute of Rural Development of the Chinese Academy of Social Sciences, and Fujian Agriculture and Forestry University, and hosted by the School of Economics of Fujian Agriculture and Forestry University. More than 150 experts and scholars from the Chinese Academy of Social Sciences, the Development Research Center of the State Council, the National Development and Reform Commission, the Chinese Academy of Agricultural Sciences, Renmin University of China, Zhejiang University, major domestic agricultural and forestry universities and scientific research institutes, and many foreign universities gathered together, Focusing on the theme of "Rural Revitalization: International Experience and Chinese Practice, discuss the theory of rural revitalization in the new era, foreign advanced practices and lessons learned, Chinese practice and cases.
Professor Yan Jinjing, Secretary of the Party Committee of Fujian Agriculture and Forestry University, and Researcher Du Zhixiong, President of China Foreign Agricultural Economic Research Association, delivered speeches at the opening ceremony of the conference. Secretary Yan Jinjing said that rural revitalization is the general strategy to lead the work of "agriculture, rural areas and farmers". The theme of this annual meeting is not only a comprehensive and systematic summary of China's "agriculture, rural areas and farmers" development practice, but also a timely sharing of international experience in rural revitalization. It not only pays attention to the development and innovation of rural revitalization practice in various regions, but also pays more attention to rural revitalization and the promotion of "three rural" theory, it will provide useful suggestions for the smooth and efficient promotion of China's rural revitalization strategy. In his speech, President Du Zhixiong reviewed the growth and development process of the China Foreign Agricultural Economic Research Association, and pointed out that since its establishment in 1982, the research association has always focused on studying and drawing on foreign agricultural modernization development experience, and has carried out a lot of fruitful work with the responsibility of senior government, auxiliary industry, enriching the people and serving members. The membership of researchers has grown steadily. At present, the research institute has nearly 600 registered members from universities, research institutions and government departments. Professor Wang Linping, Dean of School of Economics, Fujian Agriculture and Forestry University, presided over the opening ceremony.
On the morning of the 19th, a keynote lecture was held, which was divided into two sections, presided over by President Du Zhixiong and Professor Liu Weiping of Fujian Agriculture and Forestry University. The eight reports released at the keynote conference can be divided into two major themes according to their contents. First of all, the research on township revitalization as the theme of the conference is the top priority, and a total of 5 reports are directly or indirectly related to it. Professor Zhou Yingheng made a report on "Foreign Rural Revitalization Experience and Enlightenment", introducing the rural revitalization experience of Japan, South Korea, North America and Europe, and pointed out that due to the diversity of China's development types, the rural revitalization experience of various countries can be used for reference. Researcher Ye Xingqing's report focuses on what kind of strategy can prevent rural decline from the perspective of Sino-German comparison, pointing out that rural decline is inevitable and rural revitalization is a long-term dynamic process. Researcher Jiang Changyun focuses on summarizing the connotation and innovative value of the Strategic Plan for Rural Revitalization (2018-2022) from two aspects: strategic tone and policy innovation orientation. Researcher Wang Jianing made a report on "judging the trend of implementing the Rural Revitalization Strategy in the upper reaches of the Yangtze River", introducing the "personalized strategy" of rural revitalization in Chongqing, Sichuan, Guizhou and Yunnan, and summarizing the seven major trends of rural revitalization strategy in the upper reaches of the Yangtze River. With the title of "the evolution of the concept of international cooperation in China", Professor Kong Xiangzhi summarized the embodiment of the evolution of the concept of international cooperation in China, and pointed out that many cooperative practices in China reflect the application and innovation of the concept of international cooperation. it plays a positive role in promoting agricultural and rural development and rural revitalization.
Secondly, there are three reports on China's agricultural production and trade in the context of globalization. On behalf of the research group, associate researcher Hu Glacier analyzed China's agricultural reform and development under the background of globalization, pointed out the trend characteristics of global agricultural overproduction, capital over-density, and single trade, and put forward suggestions for agricultural support policy reform based on the current trade situation. Professor Luo Biliang made a report on "China's Food Growth-The Behavior Logic of Small Farmers", pointing out that the development of the agricultural service market has maintained small farmers' operations and food production. Professor He Xiurong chose soybeans, a representative product, as an example to analyze the possible impact of China's inclusion of soybeans in the counter-list in response to the US tax increase on China's exports to the US. He pointed out that due to market substitution, although the negative impact on the US side is greater than that on China, the economic impact of the counter-measures on US soybeans is not great for both China and the US.
Four parallel sub-forums were set up at the conference, with the themes of globalization and farmer behavior, food safety and ecological governance, international experience and agricultural trade, and agricultural and forestry economic management disciplines: theory and empirical evidence. The fourth sub-forum is a special session for graduate students. The whole parallel forum arranged a total of 30 authors to publish papers. Each sub-forum arranged 7 or 8 speeches, divided into the upper and lower sections, respectively arranged commentators to make academic comments and organized free discussions. At the plenary meeting on the second day, the meeting organized special personnel to report the research results of each sub-forum to all participants. The annual meeting also used the evening time to hold a free seminar on "Sino-US Agricultural Trade". A number of vice presidents and more than 30 participants exchanged views on the development process, existing problems and future trends of Sino-US agricultural trade, as well as the impact of the Sino-US trade war.
During the meeting, the annual working meeting of the Research Society was held in accordance with the usual practice. Secretary-General Tan Xuewen made the annual work report, and Chairman Zhu Lizhi made the report of the Board of Supervisors. President Du Zhixiong guided the participants to carry out free discussions on the development of the research society and how to improve the work of the research society. Participants put forward suggestions such as promoting the participation of foreign students abroad and at home, strengthening the research on the academic and policy dynamics of global agricultural economy, further improving the essay evaluation mechanism, strengthening member management, and improving the representativeness of directors. President Du Zhixiong responded positively to the above suggestions and proposed to set up a small research team to carry out special research and build the academic brand of the research society. President Du also emphasized that the China Foreign Agricultural Economic Research Association should "walk on two legs", not only attach importance to the analysis and reference of foreign experience, but also tell the story of China's agricultural development and reform.
During the meeting, the results of the 2018 annual meeting essay and the selection of outstanding papers were announced. A total of 70 unpublished papers were received in this solicitation. After anonymous evaluation by experts, a total of 23 papers were included in the shortlist. Finally, 5 second-prize papers, 7 third-prize papers and 11 finalists were selected. The research institute commended and rewarded the winning papers.
