Agricultural Development in the High Epidemic Period: New Challenges and New Thinking
Due to the high natural dependence of agricultural production, the weak continuity of output, the short storage period of products and the low adjustability of demand, agriculture itself has strong vulnerability. With the high-frequency outbreak of global biological public safety events, the original vulnerability of agriculture has been further negatively strengthened, aggravating the uncertainty of agricultural production, consumption and trade. Based on the high epidemic situation and its profound impact on agricultural development, it is imperative to reconstruct the new thinking of China's agricultural development. This paper holds that the focus of economic development should be tilted to agriculture and rural areas, that is, from urban-centered economic growth to urban-rural integration focusing on counties and central towns; the focus of agricultural development should be shifted to safety and stability, that is, from the pursuit of agricultural economies of scale and efficiency improvement to agricultural product supply and production environment safety; the focus of agricultural safety should be both function and benefit, that is, from the idea of promoting safety by increasing production to promoting agricultural safety by expanding functions.
