It is 818 again, and it is the carnival season of our China Foreign Agricultural Economic Research Association.

First of all, across the screen, I would like to express my most sincere greetings to the leaders and experts who are invited to attend the meeting at the sub-venue of the organizer in Hefei, and to the members and friends who are distributed all over the country to participate in the meeting through video!

This year's annual meeting is quite special. It is not only the year when the seventh board of directors arrives, but also the year when most of our presidents and vice presidents expire after two consecutive terms. Eight years ago, on August 18, 2012, the sixth member congress of our association was held in the Chinese academy of agricultural sciences. Four years ago, on August 18, 2016, the seventh member congress of the China Foreign Agricultural Economic Research Association was held in Jilin Agricultural University. Time flies, fleeting! On this day in 2020, the 8th Member Congress will meet again at the same time as scheduled. August 18 has become an important holiday for me, so this year, under the resistance of the epidemic, we still chose today with the regret of giving up the happy gathering!

Next, entrusted by the seventh Council, I will make a work report to the eighth Congress of members. At the same time, I will make a summary of the work of the Council in the light of the work of the past eight years and submit it to the Congress for deliberation.

1. main work

in the past eight years, we have been walking with the new era of socialism with Chinese characteristics. The Council has led all members to earnestly implement the spirit of the 18th, 19th and 19th National Congress of the Communist Party of China. Guided by the new era of socialism with Chinese characteristics, we earnestly studied and implemented General Secretary Xi Jinping's important expositions on the work of "agriculture, rural areas and farmers". Under the leadership and support of the Chinese Academy of Social Sciences and the Ministry of Civil Affairs, with the joint efforts of all directors and members, focusing on the continuous establishment and improvement of various rules and regulations, the continuous development of members, and the continuous development of colorful academic exchange activities, we will work hard to build an academic community for foreign agricultural economic research in China.

(I) the continuous establishment of rules and regulations, and improve the operating system and mechanism of the research society.

Drawing on the experience, especially the lessons, of the work of previous studies, over the past eight years, the Council has always improve the system, standardize behavior, and have rules to follow. Put it in the center. The establishment of rules and regulations is mainly reflected in the establishment of the supervisory board system, the expansion of the scope of membership, the expansion of business areas, the focus and eye research scope to clarify the rights and obligations of members, the adjustment of the duration of the session, the improvement of the party's leadership system in the research institute, the revision of the articles of association and the improvement of the president's office meeting, the strengthening of the functions of the secretariat, and so on.

We amend the articles of association and establish the fundamental "law" for the operation of the research society ". At the sixth member Congress, we made appropriate changes to the nature, purpose and business scope of the association, which are mainly reflected in the following aspects: first, appropriately expand the scope of membership, from researchers and teaching personnel to relevant practical workers and graduate students; second, expand business areas and increase international agricultural economy, trade and cooperation on the basis of research and exchange; The third is to extend the research field, add international comparative research on the basis of domestic research; fourth, clarify the rights and obligations of members, old members should update and supplement information, new members should fill in the membership application form and pay membership fees as required; fifth, adjust the duration of the session from 5 years to 4 years.

In particular, it should be pointed out that in 2017, we established the Fifth Joint Party Branch of the China Foreign Agricultural Economic Research Association and the Rural Development Research Institute to carry out joint party building. At this conference, we will also revise the articles of association again, adding contents such as comprehensively strengthening the leadership of the party and clarifying the responsibility of the Institute of Rural Development of the Chinese Academy of Social Sciences for the guidance and supervision of the research society.

We improved the governance structure and rules and regulations to ensure standardized operation. During these two sessions, we added a board of supervisors in accordance with the articles of association, elected supervisors, and submitted reports to the board of supervisors every year. At the same time, at least one representative of supervisors was invited to participate in each president's office meeting to supervise the whole process. We have studied and improved the system of the president's office meeting. It is composed of the president, vice president and secretary general. Major issues are put forward after discussion at the president's office meeting, and if necessary, they are reported to the Council for approval. We have formulated and implemented three rules and regulations, namely, the "president's office meeting system", "financial management system" and "secretariat work system". Each system has gone through many rounds of discussion and revision, and has been followed.

We hold a working meeting of the research association at each annual meeting, report the work of the research association directly to the members, and invite the members to express their opinions and suggestions. In some years, we organize group discussions of the members to fully guarantee the right to know and make suggestions of the participating members. We also absorb the opinions of the members through these activities to promote the work of the research association.

(II) members for sustainable development, strengthen the body of the research society

members are the main body of the research society, the master of the research society, and the reason for the existence of the research society. Before the preparations for the 2012 Member Congress, although our members still have more than 100 registered members, only about 20 people participated in the event. After the general meeting was held that year, the number of new applicants plus old members had reached 217. At that time, the idea was to strive for the development of 300 people. In fact, it reached 274 at the end of 2013, more than 300 at the end of 2014, 390 at the end of 2015, more than 400 at the member congress in 2016, and more than 800 at the member congress this year. Among them, the proportion of female members is more than 43%, and the proportion of young members is more than half.

(III) continue to carry out academic exchange activities and build a platform for member exchange and growth

in the past eight years, we have persisted in carrying out a series of academic activities within the scope of our energy and mechanism, which can be summarized into three types: annual academic meetings, symposiums, member essays and excellent paper evaluation.

1. Academic Annual Meeting

2012 since then, we have successfully held an annual academic conference every year, which has become a "gold-lettered signboard" of the research society ". Since 2014, through exploration, the annual academic meeting has formed a conference mode of "high-level forum + parallel academic seminar", which continues to this day. The theme of the academic exchange of each annual meeting is determined through the president's office meeting and careful discussion with the organizer. The international agricultural economy and policies, and major domestic agricultural strategies and policies are the main lines. The theme selection fully reflects the "study of actual agricultural development experience, Summarize the laws of world agricultural development, and observe the actual problems of China's agriculture" of "governance, employment and serving the people" (see Table 2).

We continue to innovate the conference mechanism so that all participants have the space to contribute and participate, and create an academic atmosphere of equal exchange. Vice-presidents and invited senior experts will give reports at the high-level forum to share their understanding of current academic hot issues; senior experts and scholars such as executive directors and directors will participate in the hosting and commenting of sub-forums, share research experience and provide academic evaluation. Use the parallel forum to become a stage for young members, based on essay submission and evaluation, encourage original, normative, and academic achievements, and produce a number of excellent paper authors every year.

We persist in exploring and innovating the form of the annual meeting, and successively held seminars on foreign agricultural economic teaching materials, postgraduate forums, periodical dialogues, side meetings and other activities at the annual meeting to meet the different needs of participants. The strong academic atmosphere and policy discussion at the annual meeting also attracted the active participation of many local agriculture-related party and government cadres and business operators every year, and their practical experience also made positive contributions to academic exchanges.

2. Thematic Seminar

in the last eight years, the Society has sponsored or co-sponsored a series of seminars on special topics, there are mainly symposiums held in cooperation with the Beijing Society of Agricultural Economics, an international seminar on food short chain in cooperation with the European Foundation for Human Progress, a seminar on food security in cooperation with the School of Economics of Henan University of Science and Technology, and a seminar on the construction of the curriculum of "Foreign Agricultural economy" in colleges and universities in cooperation with the Teaching steering Committee of Agricultural Economic Management of the Ministry of Education. In these seminars, we all give full play to our respective comparative advantages, fully mobilize the participation of members, and at the same time play a very good role in promoting the development of members and enhancing the vitality of the research society. At the same time, the academic results produced at some thematic conferences have a greater and more long-term impact..

3. Evaluation of Member Essays and Excellent Papers

since 2014, I will carry out annual member essay solicitation activities every year. From 2014 to 2018, member essay solicitation and excellent paper selection activities will be carried out continuously. In 2019 and 2020, according to the requirements of the Ministry of Civil Affairs community management, the selection of outstanding papers will be canceled, but the work of essay solicitation and paper evaluation will be carried out. This is based on the fact that the youth members of our association already account for the vast majority. Young members are more eager to show their phased research results to their peers and accept the platform and mechanism of peer evaluation, so as to constantly encourage and spur themselves to move forward steadily on the academic road. The enthusiasm of young members can well prove this point. This year, despite the impact of the epidemic, we have received more than 80 submissions (see Table 3).

in 2018, in order to improve the evaluation of papers, do good things well, and do it more fairly, justly, scientifically and rigorously, the president's office specially studied and set up a paper evaluation committee with Professor he Xiurong and researcher Wang Jianing as vice presidents to lead the paper evaluation work. At the same time, a stable team of review experts has been formed to score manuscripts anonymously in both directions, with scoring results as the main points and sorting them appropriately in combination with the topics of the papers. Special thanks to the experts who participated in the anonymous review in friendship. Most of them are our members, and many have grown rapidly into outstanding scholars. Every year, we also recommend outstanding unpublished papers to relevant journals, many of which are accepted and published by journals, achieving two-way benefits. It is worth pointing out that the evaluation of papers is not an award, but a form in which academic associations play the role of an academic community and provide members of the association, especially young members, as a platform for "Huashan Lunjian". Promote the growth of members and give full play to their role in discipline construction and serving the overall situation.

The periodical dialogue held from time to time has become another stage to attract young authors. The editorial departments of the two journals of "China Rural Economy" and "China Rural Observation" of the Institute of Agricultural Development attach great importance to the activities of the association. The main person in charge participates in the annual meeting almost every year, participates in or organizes the periodical dialogue. Other journals such as Reform and World Agriculture are also important supporters and participants of our association. The main consideration and starting point for persisting in these tasks is to adapt to the characteristics of the age structure of our members and serve the needs of our members.

(IV) timely organize research projects, cultivate the substantive function of the research society, and play the role of think tank.

Since 2015, the research association has gradually exerted its platform advantages and human resources advantages, united members, organized members to participate in research projects, cultivated substantive functions, and directly played the think tank function of policy consultation. In the strategic cooperation platform project between us and the International Department of the Ministry of agriculture and rural areas, many members have directly participated in the research and project evaluation, which has injected vitality into the promotion of the project. Since 2016, it has successively hosted the "New Era, New Subject, Family Farm Academic Seminar and Research Results Release Conference (2017)" (January 2018); Continue to undertake projects such as "Tracking and Evaluation of Collaborative Innovation Model of Foreign Agricultural Science and Technology" by the Science and Education Department of the Ministry of Agriculture and Rural Affairs (2017-2019).

The president's office meeting during this session has repeatedly discussed how to play the role of the research institute as a think tank, and I have also emphasized this issue at each annual meeting. At present, the Secretariat has designed the "Think Tank Special Report" program and has undergone several rounds of revision and improvement. Although this "Think Tank Special Report" plan or the plan to carry the "Urban-Rural Development Integration Think Tank Special Report" to play the function of think tanks has not been implemented very well, the research society is indeed playing this role.

(V) Implementation of Writing and Publishing Plan to Promote the Transformation of Achievements and Discipline Construction

in recent years, with the deepening of the degree of opening to the outside world and the development of information technology, the international comparative study of agricultural economy has become more and more common, which puts forward new requirements for the function and operation mechanism of the research society.

In the sixth session, we put forward the publication plan of "Foreign Agricultural Economic Series. We have published three books: Food Short Chain: Fashion or Direction, published in 2015; World Agriculture: Patterns and Trends, published in 2015; and Global Agricultural Policy under Open Conditions, published in 2016. It is worth mentioning that "World Agriculture: Patterns and Trends" is an update and supplement to "World Agriculture: Development Patterns and Trends" written by Mr. Ding Zeji, a predecessor of the 1991 Research Association; "Global Agricultural Policy under Open Conditions" It is an integration of papers submitted by outstanding members that year. In addition, we cooperated with the "Education and Guidance Committee" of the Agricultural and Forestry Economics Discipline of the Ministry of Education to try to compile the "Foreign Agricultural Economy" textbook, carried out a large number of outline discussions, personnel organization work, and also conducted research on the opening of foreign agricultural economy courses in various agricultural and forestry universities. Some colleges and universities began to re-attach importance to the teaching of foreign agricultural economy or world agricultural economy, and a group of young teachers directly engaged in related teaching work joined the membership team.

(VI) try to establish substantive academic exchanges and cooperation with foreign academic groups and relevant international institutions. Over the years, we have been trying in this area and have made some progress. As mentioned earlier, annual conferences and thematic meetings are held jointly with different international institutions. However, how to make these exchanges and cooperation more substantive rather than staying in the symbolic sense of cooperation still needs in-depth exploration.

Achievements, Problems and Deficiencies of 2. Development

(I) development achievements

in the past eight years, especially in the last four years, the development of the China Foreign Agricultural Economic Research Association has made great achievements, and is steadily advancing towards the development direction of a standardized academic community with the goal of "senior government, assistant industry, and benefit the people. Specifically:

we established a growing membership the combination of old, middle-aged and young people is more and more academic, participatory and identity;

we established a set of relatively perfect, stable and applicable operating system and mechanism, basically operate in accordance with the norms of civil society organizations, pursue academic democracy, and will leaders, members, and secretariats do not pay attention to returns and devote themselves;

we fulfilling the purpose of the charter and promoting domestic and international exchanges and cooperation in foreign agricultural economic research it has played a certain role in promoting the construction of disciplines;

we it has formed a certain social influence, academic leadership and member cohesion, it is being presented in the academic world with a powerful and vigorous attitude.

(II) development experience

after 8 years of continuous exploration during the two sessions, the China Foreign Agricultural Economic Research Association has formed a certain amount of experience in running the conference. These experiences can be summarized in five areas:

first of all, through the establishment of rules and regulations to ensure the standard operation. I will continue to strengthen the guiding position of Marxism. Starting from the sixth member congress, regulations have been established to ensure standardized operation. After two sessions of exploration, although there is still room for improvement, this has become a basic experience for the development of the research so far. We adhere to and strengthen the leadership of the party, and have established the president's office meeting system, the financial management system, and the part-time secretariat system without salary, which better guarantees the standardization and normal operation of the research society. The Supervisory Board has played a normal role and has provided us with reasonable suggestions on many occasions.

Secondly, through the flat membership platform to attract members to participate. A major feature of the China Foreign Agricultural Economic Research Association is that although everyone has different academic status and academic level, their membership is equal. The member activity platform we have built is a flat platform, with essay solicitation, parallel forum and graduate forum, so that young scholars and graduate students have room to display their skills. Our WeChat group often initiates rich, active and profound academic discussions.

Third, member dedication and participation is an important guarantee to ensure the operation of the seminar. With the continuous advancement of member activities, member dedication and participation have become an important guarantee for the normal and orderly operation of the research society. It is mainly reflected in three aspects: first, the senior experts and scholars in the association contribute to the development of the research association and various activities, and give full play to the function of passing on, helping and leading; second, many members of the organizers of the annual meeting have paid extra labor; third, in their daily work, many members actively cooperate with the work of the Secretariat of the Research Association. Judging from the participation and group speeches over the years, the research institute already has a group of hardcore "fans". We cherish this.

Fourth, to serve members, to achieve member growth and research development "win-win" as the starting point. The work of the research society attaches great importance to the participation, exercise and training of young members. In the past three years, periodical dialogues have been organized to build a platform and provide services for the growth of young members. Establish an evaluation mechanism for the outstanding achievements of the research society and a journal recommendation mechanism, so that the works of some members can be published better and faster.

Fifth, on the basis of deepening academic exchanges, we should give full play to the functions of discipline construction and think tanks. In the past few years, the discipline construction and think tank function of the Research Association are becoming more and more apparent, which is the result of the increasingly rich and deepened member activities in the past few years. The Research Association is optimistic about this and has made some positive promotion, such as organizing the compilation of teaching materials and trying to organize the compilation of think tank special reports. Although the progress of these work is not smooth and the differences are relatively large, the external situation or demand is clear, the goal or vision is clear, and better ways need to be further explored.

Insufficient (III) work

of course, due to the limitations of various factors, there are also problems and shortcomings in the work of the research society, mainly in:

first, the role of the Council and the Standing Council is still inadequate. It is difficult for the council or the standing council to convene normally, and communication can only be used for important matters requiring decision-making. The participation and contribution of some directors to the activities of the seminar is still limited;

second, the research field and perspective still deviate from the charter. Although we encourage to strengthen the research of foreign agriculture and international comparative vision every year, in fact, the content of contribution and discussion has always been based on domestic agriculture, which leads to a certain deviation between the research field and purpose stipulated by the articles of association, and does not adapt to the rapidly changing social needs;

third, the membership development work and membership composition are still "extensive". The research society has established a very good member management information system, the development of membership is flexible and diverse, and the size of membership has increased rapidly. However, we also have the problem of lax requirements for membership and academic background. With the further development of foreign agricultural economic research academic community, the basic qualifications of member applicants should be improved and the structure should be optimized;

fourth, the achievements of discipline construction and think tank construction are still limited. Although we have done some work and seen preliminary results, on the whole, it is not satisfactory, and a lot of work is still in a state of "breaking the problem", such as the compilation of teaching materials, special reports of think tanks, research and creation of collective original achievements, and so on.

Fifth, there are some areas of inadequate or even "loopholes" in the management of the Secretariat. Limited by manpower and energy, the degree of refined and standardized management is not high enough, daily management, information construction, member information maintenance, and member services are all delayed, and some work even has mistakes.

The above deficiencies and problems need to be solved.

Preparation and explanation of 3. transition

since the seventh session, in accordance with the new regulations of the Ministry of Civil Affairs on the management of associations and the new situation of the Academy of Social Sciences in strengthening the management of associations, the Institute of Rural Development has also strengthened the management of associations accordingly. In this context, I will attach great importance to the transition of the Research Association and put it on the agenda from the end of 2019. At the beginning of this year, the president's office meeting was held in the form of video conference to discuss. I will now report on the preparations for the transition in two areas.

The first is the change of the board of directors, the most important of which is the nomination and procedure of the president, vice president, executive director and director. At the beginning of this year, the president's office meeting, upon my proposal, authorized the establishment of a new working group and determined "Academic priority, balance of sources, and contribution" the principle, through the solicitation of vice president nomination opinions and other forms, fully brewing, formed a list of recommended candidates. The Party Committee of the Agricultural Development Institute decided to recommend Researcher Yuan Peng, the deputy director of the Agricultural Development Institute, as the candidate for the next president (a well-known cooperative expert with rich knowledge of foreign agricultural economic theory and practice...). On July 19, we held another president's office meeting to discuss the list. After discussion, we made further adjustments and modifications. All lists are sent to the recommended person to go through the approval and consent procedures. In this process, we also formed a package of plans, such as the term of the Council, the honorary titles of the outgoing president and vice president, the standard of membership fee, and the candidates for the Secretariat, which were submitted to the Party committee of IFAD for deliberation and approval. It will also be submitted to the members' congress for deliberation and voting.

The second is the annual meeting. In the second half of 2019, after soliciting opinions from many parties, we decided to host the 2020 annual meeting by the School of Economics and Management of Anhui Agricultural University. Annong attaches great importance to this annual meeting and arranges capable teachers to participate in the preparatory group. After the outbreak of the new coronary pneumonia epidemic, we made a decision not to postpone the meeting and to decide on the format of the meeting depending on the development of the epidemic. Directly in late July, according to the relevant requirements of the epidemic management in Hefei at that time, the annual meeting could not meet the requirements of the on-site meeting, so we had to decide to change to the online meeting. Nevertheless, the organizers and the organizers still follow the established cooperation mechanism and work together to prepare and organize the conference. We hope that through the efforts of all units and all members, the adverse impact of the epidemic on the meeting will be minimized.

4. experience and suggestions

our greatest work experience in the past 8 years is: If you want to run an academic club, the most fundamental thing is keep in mind the establishment of the first heart, focus on the main owner responsibility, improve the governance structure, expand member participation., provide quality service(Including service society and service members). Based on this work experience, the current Council made the following recommendations for the future work of the seminar:

one is to improve the membership structure in the process of continuing to develop membership. It is suggested that in the process of developing members, members from border areas and related enterprises should be increased, members from government departments engaged in related fields and interested in research should be encouraged, and conditions such as publishing papers or submitting essays that meet the requirements of the research society should be set for graduate students to join the association.

The second is to further standardize the operation and management of the research society. Building research law-abiding, autonomous and efficient, with a sense of social responsibility our social organizations have always been the direction of our efforts, and there is still room for improvement.

The third is to continue to strengthen member exchange services. Service membership is the purpose and purpose of the Society. It is suggested that the Research Association continue to improve and enhance various member activity platforms, including annual meetings and academic seminars, member essay collection and evaluation, docking between members and journals, academic side meetings, graduate student forums, etc. It is suggested to innovate forms, strengthen horizontal cooperation and exchange activities with member units, and improve the quality of academic activities.

Fourth, there has been a breakthrough in the function of substantive research and think tanks. This is to continue the initial work of the past four years on the basis of providing good public services to members, and to develop the collective output of the research society, including foreign agricultural economic and trade situation and policy research, teaching materials and discipline construction, agricultural international investment and Trade consultation and exchange, etc. We can make full use of and give full play to the platform and network functions of the research society, gather professional research forces, and conduct rapid response and collective public relations on related issues.

Fifth, breakthroughs have been made in promoting international exchanges and cooperation. By pooling past experience and suggestions, the international cooperation of the Research Society can be carried out by inviting more international experts to give academic lectures or reports, mobilizing the participation of international students studying abroad to actively exchange information on the agricultural economy of the country where they live, and developing cooperation with foreign academic associations or research institutions.

Sixth, and most importantly, it is necessary to actively guide members to carry out foreign agricultural development progress and comparative research on Chinese and foreign agricultural development, and truly achieve substantive results in "studying actual agricultural development experience, summarizing the laws of world agricultural development, and observing the actual problems of China's agriculture." progress.

The new Council is about to embark on its work. I believe they will be able to bring the research to a higher and better new stage of development!

Dear member representatives, I would like to report to you on the work, problem analysis, experience summary and relevant suggestions in the past eight years, especially since the establishment of the current Council. Since it is also the resignation report for the eight-year term, it is as systematic and comprehensive as possible. Delay everyone's time.

Finally, on behalf of the Seventh Council, I would like to express my heartfelt thanks to the broad masses of members for their concern, participation and support to the Association. Without everyone's active participation and dedication, there can be no "self-management, self-service, self-improvement" today.

Thanks to the outgoing vice-presidents of the sixth and seventh councils, who have made outstanding contributions to the development of the research society in different ways. I believe that every president has added to the splendor of life because of his research career, and every president will regard research as a part of his life. I also believe that everyone, like me, will continue to care about and support the development of the research society.

Thanks to the previous two sessions of the Secretariat under the leadership of Secretary-General Tan Xuewen for their hard work and selfless dedication, as well as extremely creative work. They set a good benchmark for academic community work.

Finally, I would like to say one more thing: I have been president of the Research Association for eight years. If the eight years of research have made a little progress and results, it is the result of the joint efforts and hard work of all members, all directors and executive directors, and all vice presidents. Thank you for your joint efforts! Among them, I would like to thank the vice presidents who have worked with me in the past eight years. Their strong support for my work will never be forgotten!

Of course, I personally also bear the main responsibility for the regrets and deficiencies in the work of the eight-year research association!
