Zeng Yinchu and Ji Wei: Trends and Implications of the Reform of the EU Common Agricultural Policy 2023-2027
Abstract: The reform of the EU Common Agricultural Policy (CAP) in 2023-2027 defines the policy target system composed of "three domain goals" and "three cross-domain goals". For the first time, the new delivery model with "national strategic plan" as the core will be adopted. While continuing the policy framework of "two pillars" and "three areas", the policy intervention measures in various fields will be partially adjusted, the "greening" of decoupling payments has been achieved, the new Climate, Environment and Animal Welfare Programme (Ecological Programme) has been established, the implementation of the Product-Specific Sector Assistance Programme has been adjusted, the "priority areas" of rural development policy have been reorganized, and interventions in the area of rural development have been merged. The new round of CAP after the reform is more "green", more emphasis on "knowledge and innovation" and more simplified. The new round of CAP from 2023 to 2027 has little impact on China-EU agricultural trade, but it has reference significance for policy formulation, implementation, monitoring and evaluation under China's rural revitalization strategy.
