Agricultural Policy Monitoring and Evaluation 2025

This report is the OECD's annual monitoring assessment of agricultural support policies in 54 countries (38 OECD countries, 5 non-OECD EU countries and 11 emerging and developing economies), covering about 3/4 of the world's agricultural value added. On the occasion of the 30th anniversary of the World Trade Organization Agreement on Agriculture, the 2025 edition focuses on the linkage between agriculture, trade and the environment. Core data: Positive support for agriculture averaged $842 billion per year in 2022-2024, about 20 per cent higher than before the outbreak (2015-2019), with the most distorting forms of support remaining dominant as a 2/3 of producer support. Only 17 per cent of producer support is accompanied by compliance requirements, and only 5 per cent of environmental conditions are truly "beyond existing regulations"; inputs in agricultural knowledge and innovation systems account for only about 0.5 per cent of agricultural output, and insufficient investment in innovation is difficult to reverse the slowdown in productivity growth. The report recommends reforming and phasing out the most distorting subsidies and increasing investment in innovation and sustainable productivity.
