Under the background of the food security strategy of "basic self-sufficiency of grain and absolute security of rations", the production side of grain supply plays a key role in ensuring China's food security. In recent years, with the advancement of urbanization and agricultural modernization, new agricultural business entities and large-scale land management have developed rapidly. While the quality, efficiency and specialization of grain production have been continuously improved, the improvement of land production efficiency and the prevention of market risks are facing challenges; the rising cost of grain production and the decline of comparative income have weakened the function of agriculture to support family livelihoods, resulting in a general reduction in farmers' willingness to grow grain; the upgrading of the food consumption structure of the population leads to the adjustment of the planting structure, which increases the policy cost of ensuring the absolute security of food rations. The main structure and behavior of grain production, production cost and comparative income, supply and demand matching relationship and other important changes on the production end, have an important impact on the food supply capacity and then on the national food security. Therefore, it is necessary to optimize the goal of food security, reasonably coordinate the relationship between "guaranteed output" and "excellent structure", improve the price incentive mechanism, optimize the production structure oriented by demand upgrading, optimize the control mechanism of purchasing and storage, and enhance the ability to deal with food security risks; take various measures to improve the enthusiasm of farmers to grow grain and local governments to develop grain, while making full use of foreign resources and international markets.
