Global Agricultural Trade Governance and China's Food Security

In the face of the rigid growth of grain consumption demand, the constraints of resource and environmental carrying capacity and the rising production cost, the domestic grain import demand is expanding, and the stability of international grain market supply and circulation has become an important factor affecting China's food security. However, the current economic globalization is encountering a countercurrent, and the problems of inappropriate rules, mechanism failures and negotiation failures under the current multilateral trade governance framework are constantly being magnified, overlaid with the continuous fermentation of extreme events represented by meteorological disasters, the new crown epidemic and the conflict between Russia and Ukraine, and the credibility and effectiveness of the global agricultural trade governance system are experiencing unprecedented challenges. In the face of the increasingly complex external market environment and the lagging reform of the trade governance system, China should strive to improve the level of institutional openness on the basis of adhering to the principle of extensive consultation, joint contribution and sharing, actively maintain the normal operation of multilateral mechanisms, vigorously promote the reform of agricultural trade rules, strengthen regional agricultural economic and trade cooperation, improve the international food risk prevention and control mechanism, and work with other countries to build a more complete and effective global agricultural trade governance system, consolidate the foundation of international grain trade and effectively ensure China's food security.
