abstract
the rights logic of migrant workers' citizenization is the transition from collective "membership rights" to urban "citizenship rights", and the "three rights" of land contract rights, homestead use rights, and collective income distribution rights based on collective "membership rights" It is the most important property rights of migrant workers in cities. Insisting on protecting the legitimate rights and interests of migrant workers is an important measure to promote the citizenization of migrant workers in an orderly manner. Looking back, the rights and interests of the "three rights" of migrant workers have undergone a policy evolution from the forced withdrawal of the "two rights" to the maintenance of rights and interests, and the maintenance of the "three rights" to the empowerment of powerful powers. However, in the process of citizenization of migrant workers, the protection of the "three rights" still faces problems such as unclear definition standards and rules for membership rights, and incomplete definition and disposal rights for property rights. Facing the future, on the one hand, it is necessary to clarify the definition of migrant workers' "membership rights" and the standards for storage and abolition, and at the same time give migrant workers full "three rights" property rights to effectively "protect" the "three rights" rights of migrant workers; on the other hand, A market-oriented allocation mechanism for the "three rights" of migrant workers should be established, and the value realization of the voluntary withdrawal of the "three rights" of migrant workers "should be guaranteed.
