abstract

consolidating and improving the basic rural management system is an important guarantee for accelerating the modernization of agriculture and rural areas and solidly promoting the comprehensive revitalization of rural areas. In order to find the key points and ideas of consolidating and perfecting the basic management system in rural areas, this paper constructs an analytical framework with the main line of the problem as the traction, containing the elements of the system, the attributes of the system and the content of the system. This paper holds that the basic rural management system has formed two main lines of problems: agricultural development and rural collective economic development in the process of dealing with rural management problems. Starting from the two institutional elements of "property rights" and "management", it can be divided into four institutional contents: agricultural land property rights system, rural collective operating assets property rights system, agricultural management system and rural collective economic management system, and each system content is endowed with the system attribute of "combination of unification and division. Under the main line of agricultural development, the focus of consolidating and improving the basic rural management system is to improve the efficiency of "division" and innovate the form of "unification". The idea is to "stabilize, deepen, and improve" to promote the realization of higher-quality "division". On this basis, promote the realization of more effective "unification".
