About the report

Agricultural Policy Monitoring and Evaluation 2026: Enhancing resilience in a world of interconnected risks is the OECD’s annual review of agricultural support across 56 countries — the 38 OECD members, five non-OECD EU members and 13 emerging economies. It is the reference dataset for cross-country comparability of farm support.

Headline findings

Government support to agriculture exceeded USD 950 billion in 2025, up nearly 15% (USD 121 billion) since 2023 and reversing a long-run decline relative to production. Support rose to 19.1% of agricultural production in 2025, from 17.6% in 2023. Yet nearly half of support still takes the most distortive forms, and public investment in general services fell to 2.4% of production, down from 4.6% in the early 2000s.

Who pays

Agricultural support also affects consumers: policies that keep domestic food prices above world levels implicitly taxed consumers an estimated USD 204 billion per year in 2023–2025, equivalent to 4.4% of consumer spending at primary-product prices — outweighing the direct support households receive in some countries.

Policy directions

The report sets out more than 150 country-specific recommendations and four reform priorities: target support more effectively by reducing distortive measures; reinforce systemic risk management to minimise ad-hoc crisis responses; invest more in long-term resilience through research, innovation and infrastructure; and better align agricultural policies with sustainability objectives.
