Professor Yan Jinjing, Secretary of the Party Committee of Fujian Agriculture and Forestry University, and Researcher Du Zhixiong, President of China Foreign Agricultural Economic Research Association, delivered speeches at the opening ceremony of the conference. Secretary Yan Jinjing said that rural revitalization is the general strategy to lead the work of "agriculture, rural areas and farmers". The theme of this annual meeting is not only a comprehensive and systematic summary of China's "agriculture, rural areas and farmers" development practice, but also a timely sharing of international experience in rural revitalization. It not only pays attention to the development and innovation of rural revitalization practice in various regions, but also pays more attention to rural revitalization and the promotion of "three rural" theory, it will provide useful suggestions for the smooth and efficient promotion of China's rural revitalization strategy. In his speech, President Du Zhixiong reviewed the growth and development process of the China Foreign Agricultural Economic Research Association, and pointed out that since its establishment in 1982, the research association has always focused on studying and drawing on foreign agricultural modernization development experience, and has carried out a lot of fruitful work with the responsibility of senior government, auxiliary industry, enriching the people and serving members. The membership of researchers has grown steadily. At present, the research institute has nearly 600 registered members from universities, research institutions and government departments. Professor Wang Linping, Dean of School of Economics, Fujian Agriculture and Forestry University, presided over the opening ceremony. On the morning of the 19th, a keynote lecture was held, which was divided into two sections, presided over by President Du Zhixiong and Professor Liu Weiping of Fujian Agriculture and Forestry University. The eight reports released at the keynote conference can be divided into two major themes according to their contents. First of all, the research on township revitalization as the theme of the conference is the top priority, and a total of 5 reports are directly or indirectly related to it. Professor Zhou Yingheng made a report on "Foreign Rural Revitalization Experience and Enlightenment", introducing the rural revitalization experience of Japan, South Korea, North America and Europe, and pointed out that due to the diversity of China's development types, the rural revitalization experience of various countries can be used for reference. Researcher Ye Xingqing's report focuses on what kind of strategy can prevent rural decline from the perspective of Sino-German comparison, pointing out that rural decline is inevitable and rural revitalization is a long-term dynamic process. Researcher Jiang Changyun focuses on summarizing the connotation and innovative value of the Strategic Plan for Rural Revitalization (2018-2022) from two aspects: strategic tone and policy innovation orientation. Researcher Wang Jianing made a report on "judging the trend of implementing the Rural Revitalization Strategy in the upper reaches of the Yangtze River", introducing the "personalized strategy" of rural revitalization in Chongqing, Sichuan, Guizhou and Yunnan, and summarizing the seven major trends of rural revitalization strategy in the upper reaches of the Yangtze River. With the title of "the evolution of the concept of international cooperation in China", Professor Kong Xiangzhi summarized the embodiment of the evolution of the concept of international cooperation in China, and pointed out that many cooperative practices in China reflect the application and innovation of the concept of international cooperation. it plays a positive role in promoting agricultural and rural development and rural revitalization. Secondly, there are three reports on China's agricultural production and trade in the context of globalization. On behalf of the research group, associate researcher Hu Glacier analyzed China's agricultural reform and development under the background of globalization, pointed out the trend characteristics of global agricultural overproduction, capital over-density, and single trade, and put forward suggestions for agricultural support policy reform based on the current trade situation. Professor Luo Biliang made a report on "China's Food Growth-The Behavior Logic of Small Farmers", pointing out that the development of the agricultural service market has maintained small farmers' operations and food production. Professor He Xiurong chose soybeans, a representative product, as an example to analyze the possible impact of China's inclusion of soybeans in the counter-list in response to the US tax increase on China's exports to the US. He pointed out that due to market substitution, although the negative impact on the US side is greater than that on China, the economic impact of the counter-measures on US soybeans is not great for both China and the US. Four parallel sub-forums were set up at the conference, with the themes of globalization and farmer behavior, food safety and ecological governance, international experience and agricultural trade, and agricultural and forestry economic management disciplines: theory and empirical evidence. The fourth sub-forum is a special session for graduate students. The whole parallel forum arranged a total of 30 authors to publish papers. Each sub-forum arranged 7 or 8 speeches, divided into the upper and lower sections, respectively arranged commentators to make academic comments and organized free discussions. At the plenary meeting on the second day, the meeting organized special personnel to report the research results of each sub-forum to all participants. The annual meeting also used the evening time to hold a free seminar on "Sino-US Agricultural Trade". A number of vice presidents and more than 30 participants exchanged views on the development process, existing problems and future trends of Sino-US agricultural trade, as well as the impact of the Sino-US trade war. During the meeting, the annual working meeting of the Research Society was held in accordance with the usual practice. Secretary-General Tan Xuewen made the annual work report, and Chairman Zhu Lizhi made the report of the Board of Supervisors. President Du Zhixiong guided the participants to carry out free discussions on the development of the research society and how to improve the work of the research society. Participants put forward suggestions such as promoting the participation of foreign students abroad and at home, strengthening the research on the academic and policy dynamics of global agricultural economy, further improving the essay evaluation mechanism, strengthening member management, and improving the representativeness of directors. President Du Zhixiong responded positively to the above suggestions and proposed to set up a small research team to carry out special research and build the academic brand of the research society. President Du also emphasized that the China Foreign Agricultural Economic Research Association should "walk on two legs", not only attach importance to the analysis and reference of foreign experience, but also tell the story of China's agricultural development and reform. During the meeting, the results of the 2018 annual meeting essay and the selection of outstanding papers were announced. A total of 70 unpublished papers were received in this solicitation. After anonymous evaluation by experts, a total of 23 papers were included in the shortlist. Finally, 5 second-prize papers, 7 third-prize papers and 11 finalists were selected. NewsSpeech by President Du Zhixiong at the Family Farm Academic Seminar and Achievement Conference (January 20, 2018)Speech by President Du Zhixiong at the Family Farm Academic Seminar and Achievement Conference january 20, 2017 respected Dean Cai Fang, Director Hong Yu, dear experts and media friends, good morning! "New Era, New Subject" Family Farm Academic Seminar and Research Results Conference (2017) "will now begin. First of all, on behalf of one of the organizers-China Foreign Agricultural Economic Research Association, I would like to extend a warm welcome and heartfelt thanks to all leaders and experts for coming to this seminar! The report of the 19th National Congress of the Communist Party of China put forward the strategy of rural revitalization. As the general starting point of the work of agriculture, rural areas and farmers in the new era of socialism with Chinese characteristics, this new strategy will have a far-reaching impact on China's future "three rural" work. Rural revitalization is first of all the revitalization of rural industries, and the revitalization of rural industries focuses on the revitalization of agriculture. This is why we understand why the report puts the rural revitalization strategy in "innovative development concepts, building a modern economic system" and puts "industrial prosperity" The main reason for the primary goal of rural revitalization. General Secretary Xi Jinping has been paying close attention to the construction of the three major systems of modern agricultural production system, industrial system and management system. These three systems have also become the main content of the rural revitalization strategy. The cultivation of new agricultural production and management entities, especially the cultivation of agricultural production entities, will help to realize the transformation of China's agriculture from quantity growth to quality growth, realize green and sustainable development, improve the international competitiveness of agriculture, ensure food security and increase the income of agricultural producers. It can be said that what kind of agricultural production main body team is the basic prerequisite for realizing China's agricultural modernization, and what kind of agricultural production theme team there is also determines what kind of agricultural modernization China realizes. I understand that it is precisely out of this recognition that the Ministry of Agriculture has increased the cultivation of family farms in accordance with the spirit of the No. 1 Central Document in 2013. In February 2014, the Ministry of Agriculture issued the Guidance on Promoting the Development of Family Farms. Not only that, the Department of Economics and Management of the Ministry of Agriculture in charge of family farm development also specially commissioned our Rural Development Institute to track, monitor and study the development of family farms. At that time, IFAD took the lead and integrated social forces to carry out the monitoring work immediately. At present, it has completed the monitoring for three consecutive years. The acquisition of monitoring data for the fourth year is currently in full swing. We have published two "China Family Farm Development Report" in cooperation with the Department of Economics and Management, and the third report is being published. While completing the monitoring of family farms by the Ministry of Agriculture, we have also carried out a large number of theoretical, policy and empirical studies on the development of family farms within the framework of the key discipline construction project of the Chinese Academy of Social Sciences-"Agricultural Modernization Research. At the meeting, we sent you a collection of relevant research papers that our monitoring and research team has published or will publish in the past few years. Our monitoring and research show that family farms, as one of the main components of new agricultural production and management entities, are the "most suitable" and "most desirable" agricultural production and management entities among the many new agricultural management entities in China at this stage. "Most suitable" means that, as the main body of new agricultural production, it adapts to the historical changes of China's overall economic development and agriculture as the main industrial sector of China's economy, and is suitable for the future development trend of China's ultra-small-scale agriculture, especially suitable for the natural and economic characteristics of agricultural production; "Most desirable" means that the operating characteristics and actual performance of family farms illustrate, family farms are most in line with the "goals and tasks of China's modern agricultural development at this stage" mentioned earlier ". For these judgments, we will report in detail this afternoon. Of course, there are still different understandings in the theoretical and policy circles about the development of family farms. The development of large-scale family farms in China is not aimed at the commercialization, super-large, and super-large scale of New World countries. It should be the natural evolution of China's small-scale agricultural production entities under the background of rapid industrialization and urbanization. Monitoring data show that a large number of family farms themselves originate from traditional farmers. At the same time, the development of family farms is not a simple substitute for small farmers. Compared with traditional small farmers, their operating characteristics and goals have also changed significantly and are more inclined to the main body of the market economy. Not only that, a large number of our studies also show that due to the characteristics of family farms as both the main body of production and the main body of service, it can also promote the integration of small farmers into the development of modern agriculture and realize the organic integration of small farmers and agricultural modernization. Today, we host the "New Era • New Subject" family farm academic seminar and research results conference (2017) with two main purposes. One is to promote the healthy and smooth development of family farms through in-depth discussions on family farms by experts. The second is to introduce the research findings of our monitoring and research team over the past few years to experts and absorb their criticisms, help us do better monitoring and research. Thank you very much for the experts and media friends who sacrificed their weekend time to attend the meeting. Here, in particular, I would like to thank President Cai Fang for his consistent support for our work and the trust of the Department of Economic Management of the Ministry of Agriculture and Director Zhang in our monitoring team! Thank you all again!

From the Chinese Academy of Social Sciences, the Ministry of Agriculture, the Development Research Center of the State Council, the Institute of Industrial Economics and Technical Economics of the National Development and Reform Commission, the Agricultural Bank of China, the Management Cadre College of the Ministry of Agriculture, Nanjing Agricultural University, Nanjing Agricultural Mechanization Research Institute of the Ministry of Agriculture, Shandong Normal University, More than 50 experts and scholars from Huzhou Normal University and more than 10 media reporters including Xinhua News Agency, People's Daily Online and China Social Science News Agency attended the meeting. President Du Zhixiong and four vice presidents, Zhou Yingheng, Jiang Changyun, Tan Qiucheng and Tan Xuewen, attended the meeting. "New Era, New Subject" Family Farm Academic Seminar and Research Results Conference (2017) Site president Du Zhixiong and researcher Wei Houkai, director of the Institute of Rural Development of the Chinese Academy of Social Sciences, delivered speeches on behalf of the organizers. Du Zhixiong pointed out in his speech that the 19th National Congress of the Communist Party of China put forward the general strategy of rural revitalization, which leads the work of agriculture, rural areas and farmers. Rural revitalization is first of all the revitalization of rural industries, including agriculture, and agricultural revitalization focuses on building the three major systems of agricultural production system, industrial system and management system. Among them, the cultivation of new agricultural production and management entities, including family farms, as the basis of agricultural micro-management, is at the core. At the present stage, family farm is the most suitable agricultural production and management subject of many new agricultural management subjects, which is the most suitable for the characteristics of agricultural production and the goal of agricultural development in China. It is also one of the important forces to bring small-scale farmers into the process of agricultural modernization. Therefore, it is of great significance to carry out monitoring and research on the development of family farms and promote the healthy development of family farms. Cai Fang, vice president of the Chinese Academy of Social Sciences and member of the Party group, attended the meeting and delivered a keynote speech entitled "breaking through the bottleneck of agricultural and rural modernization. Cai Fang pointed out that the current agricultural and rural modernization has constraints such as the small scale of agricultural operations and the unstable transfer of agricultural labor. If the urban supporting policies can not keep up, the citizenization of agricultural transfer labor force can not be really promoted, and the phenomenon of labor force over 40 years old flowing back to rural areas will become more and more obvious, which will affect the modernization of agriculture and rural areas. China's economic growth should pay attention to curb the "reverse Kuznets process". Cai Fang, Vice President of the Chinese Academy of Social Sciences zhang Hongyu, director of the Department of Rural Economic system and Management of the Ministry of Agriculture, elaborated on the definition, development status and problems of family farms, pointing out that family farms are not juxtaposed with other business entities such as cooperatives and agricultural leading enterprises, but the basis for the development of the latter. Director Wei Houkai pointed out that the new agricultural subject includes both the production subject and the service subject. We should attach importance to and strengthen the cultivation of the new agricultural service subject, and give full play to the leading role of the new service subject in the production of small farmers. Wang Zhaoyang, deputy general manager of the three rural policies and business innovation department of the head office of the Agricultural Bank of China, made a general introduction on the development of agricultural bank services for agriculture, rural areas and inclusive finance in rural areas, and put forward policy suggestions on financial support for the development of family farms. Professor Zhou Yingheng, vice president of our association and professor of Nanjing Agricultural University, expounded the realistic background, institutional logic, construction path and the status of family farms in China's agricultural management system. Zhu Shouyin, vice president of the management cadre college of the Ministry of agriculture, and Zhang zhaoxin, a researcher of the rural economic research center of the Ministry of agriculture, also expressed important views and opinions on the deviation in the structural reform of agricultural supply side and the policy system of building a suitable small-scale family farm. Du Zhixiong, President of China Foreign Agricultural Economic Research Association and Secretary of the Party Committee of the Institute of Financial Strategy, Chinese Academy of Social Sciences wei Houkai, Director, Institute of Rural Development, Chinese Academy of Social Sciences zhang Hongyu, Director of the Department of Rural Economic System and Management, Ministry of Agriculture since 2014, in order to keep abreast of the progress and problems in the development of family farms, the Department of Rural Economic system and Management of the Ministry of Agriculture has specially entrusted President du Zhixiong to form a team to carry out tracking, monitoring and research on nearly 3000 family farms in 31 provinces (cities and districts) across the country. At present, it has completed three consecutive years of monitoring, published two "China Family Farm Development Report" (the third report is being published), and published nearly 40 academic papers. At the meeting, Du Zhixiong, the head of the monitoring and research team, introduced in detail the work of the Chinese family farm monitoring and research team in recent years in the theme report, and released the main problems and findings of the team's research. Other core members of the team, such as Gao Liangliang, Zhang Zongyi and Cai Yingping, also reported their special research results.
