Rural Economic Research Center, Ministry of Agriculture and Rural Affairs Abstract The research on the system of agricultural insurance in developed countries can provide useful reference for the improvement of China's agricultural insurance system. Starting with the analysis of the development course of crop insurance in the United States, combined with the development and changes in recent years, this paper systematically combs the operation mechanism of grass-roots agents under the public-private partnership model in the United States, and expounds the ways and paths for the government, enterprises and related associations to provide support and protection for crop insurance business. The study found that the agency model characterized by specialized division of labor and the three-dimensional service network are the cornerstones of the efficient operation of crop insurance in the United States. Although the direct insurance model of agricultural insurance in the United States is different from that of China, some of the experience of the United States in carrying out business still helps China to further promote the division of labor in all aspects of agricultural insurance, promote the integration of public resources, and achieve cost savings and efficiency. Sui Xuechao and Hu Lingxiao: Decentralizing Origin Markets for Farm ProductsSuixue Chao Hu Lingxiao school of Economics, Hefei University of Technology; Institute of Rural Development, Chinese Academy of Social Sciences abstract in view of the practical proposition of the construction of the market system of the agricultural product origin in the agricultural industry agglomeration area, the theoretical research and policy design both show a tendency to take the large-scale centralized wholesale market as the leading factor, but the field survey found that some agricultural industry agglomeration areas have the phenomenon of decentralization of the market system of the agricultural product origin. Based on the case of Anhui Province and County, this paper analyzes how the distributed field market gradually replaces the large-scale centralized wholesale market and forms a decentralized origin market system. According to the framework of transaction cost analysis, this paper analyzes the internal logic of the decentralization of the market system of origin, and reveals the mechanism of the two-way cooked noodles transaction led by the origin broker to promote the decentralization of passenger flow, the scale and professional development of the field market to promote the decentralization of logistics, and the wide application of modern communication tools to promote the decentralization of information flow. From the perspective of trading order, this paper analyzes the performance of the market system of origin after decentralization, and finds that competitive market structure, embedded trading and agency brokerage model jointly shape the new trading order, effectively maintain the relationship of competition, stability and coordination between market subjects, and ensure the continuous and effective operation of the market. The construction of a market system for the origin of agricultural products should be based on local conditions and classified policies. Tao Ran and Yu Jialin: Rural Collective Construction Land Entering the MarketTao Ran Yu Jialin school of Humanities and Social Sciences, The Chinese University of Hong Kong (Shenzhen); Institute of Rural Development, Chinese Academy of Social Sciences abstract orderly promoting the reform of rural collective operating construction land into the market is a key measure to improve the system and mechanism of urban-rural integration development. On the basis of measuring the scale and distribution of rural collective operating construction land, this paper analyzes the difficulties faced by rural collective operating construction land entering the market from a new perspective of land use control. In the industrial, commercial, affordable rental housing and other operational uses, rural collective operating construction land has problems such as insufficient competitiveness and slow progress in entering the market. Further, this paper analyzes the relationship between the entry of rural collective operating construction land into the market and the expropriation of land for development, and points out that under the background that the entry of rural collective operating construction land into the market is restricted by use control, excessive restrictions on the expropriation of land for development will inhibit the maximization of the value of rural collective operating construction land. According to whether it is located within the scope of urban construction land determined by land use planning, this paper divides the rural collective operating construction areas into two types: "in-circle" and "out-of-circle", and puts forward two direct and indirect entry schemes suitable for "in-circle", as well as a remote entry scheme suitable for "out-of-circle", in order to further optimize land management and release the potential of land elements to support economic development. Chen Ao et al.: How Party-Building Activates Farmers' AgencyChen Ao, Zhao Yifu, Zhang Haipeng, Wang Lihong institute of Agricultural Economics and Development, Chinese Academy of Agricultural Sciences; Institute of Rural Development, Chinese Academy of Social Sciences abstract activating farmers' subjectivity is the key to achieving effective governance. At present, the contradiction between the continuous strengthening of grass-roots party building and the lack of farmers' subjectivity has become a prominent problem restricting the modernization of rural governance. This paper integrates the new institutional economics and field theory, constructs the "system-practice" mutual construction framework under the leadership of party building, takes the civil direct "1234" work method in Kang County, Longnan City, Gansu Province as a typical case, and discusses the internal mechanism of party building leading to activate the subjectivity of farmers. The study found that the party building leads the activation of farmers' subjectivity, which stems from the fact that the party organization takes value guidance, organization construction and interest connection as the institutional basis, and forms a "mutual shaping" relationship with the governance practice of farmers in cognition, action and capital through the vertical coordination of the party organizations at the county, township and village levels. The "system-practice" mutual structure under the guidance of Party building is gradually carried out along the structural layer, normative layer, operational layer and efficiency layer of the rural governance system, promoting the establishment of subject identity, the awakening of subject consciousness and the expansion of subject ability in turn, thus ensuring the manifestation of subject role and enabling farmers' subjectivity with autonomy, consciousness, initiative and creativity to realize layer-by-layer activation. This paper reveals the institutional roots of the activation of farmers' subjectivity, expands the theoretical cognition of grass-roots party building to enhance the effectiveness of rural governance, and provides decision-making support for the exploration of the path of party building leading the modernization of rural governance in the new period. In this process, the structure of imported varieties presents the characteristics of the coexistence of soybean-led continuation and the phased expansion of feed grains, and the structure of import sources presents the trend of accelerating concentration to Brazil and the marginal expansion of emerging food sources. At the same time, the interweaving of multiple external factors has not only significantly pushed up the cost of China's grain imports, but also increased the risk pressure on grain imports, including geopolitical games and extreme climate risks that have added uncertainty to the acquisition of external grain sources, the vulnerability of key nodes in global cross-border logistics has highlighted the risk of transport disruption, and the inversion of domestic and foreign grain prices has created a competitive squeeze on domestic production capacity. Xu Weicong et al.: Data-Factor Valuation and the Resilience of Agricultural Global Value ChainsXu Weicong, Lin Fa Qin, Zhang Han northwest Sci-Tech University of Agriculture and Forestry; China Agricultural University abstract under the dual background of the intensification of global trade friction and the reshaping of the agricultural trade pattern by the digital economy, enhancing the resilience of the agricultural global value chain is the key to ensuring national food security and industrial competitiveness, while the ability to value data elements is a powerful grasp of forging the resilience of the value chain. Based on the panel data of 7 agricultural sectors in 55 countries from 2016 to 2021, this paper constructs the comprehensive measurement index of agricultural global value chain resilience and the evaluation system of the value of data elements, and analyzes the deep relationship between the two from the perspective of spatial spillover. The study found that the ability of data element value in the process of enhancing the resilience of agricultural global value chain will produce positive spatial spillover effect, driving the upstream and downstream links of the chain to enhance the resilience of the synergy. The mechanism test shows that this spatial spillover effect is mainly achieved through three paths: enhancing the correlation between upstream and downstream industries, optimizing the matching structure of supply and demand, and improving the efficiency of cross-domain resource allocation. Heterogeneity analysis shows that the spatial spillover effect of data element value-based ability on the value chain resilience of developed countries, deep processing industry and high value-added links is more obvious, and the spatial spillover effect of the value-based ability of digital service elements is stronger than that of digital product elements. The conclusion of the study provides important theoretical support and policy reference for the resilience of agricultural global value chain based on the value ability of data elements. Li Chunding et al.: New Quality Productivity Empowers China's Economic Leapfrog Growth: Experience and DirectionLi Chunding Ye Xiao Feng Li Ning Jing Luo Yuze college of Economics and Management, China Agricultural University; Department of Foreign Economic Research, Development Research Center of the State Council abstract new quality productivity is a new driving force and new advantage to promote high-quality economic development and realize China's economic growth by leaps and bounds. This paper systematically analyzes the experience and direction of China's economic growth from the three dimensions of index system construction, data measurement analysis and quantitative simulation of global general equilibrium structure. The measurement results show that in recent years, the new qualitative characteristics of China's productive forces have been highlighted as a whole, and the new qualitative productivity has taken shape. Regression analysis shows that the continuous accumulation of new qualitative characteristics in productivity, that is, the development of traditional productivity to new qualitative productivity has significantly promoted economic growth, which is an important factor in promoting China's "growth miracle. The results of the quantitative simulation of the global general equilibrium structure model show that:(1) the mechanism of the influence of the new quality productivity and its decomposition dimension on economic growth is consistent with the results of the measurement analysis. (2) Looking to the future, according to the IMF's forecast of economic growth, China's per capita GDP will reach 23000 US dollars in 2050; if the average economic growth rate of the past decade is maintained, China's per capita GDP will reach 33000 US dollars in 2050. (3) Under the IMF's forecast growth rate, the development targets for 2035 and 2050 cannot be achieved by relying solely on the growth level of new qualitative features in the past productivity. Achieving the 2035 and 2050 targets requires an average annual acceleration of 3% of new qualitative productivity growth. The conclusion of this paper shows that the development of new quality productivity is at the right time and is the core driving force for China's economic growth by leaps and bounds. In order to find the key points and ideas of consolidating and perfecting the basic management system in rural areas, this paper constructs an analytical framework with the main line of the problem as the traction, containing the elements of the system, the attributes of the system and the content of the system. This paper holds that the basic rural management system has formed two main lines of problems: agricultural development and rural collective economic development in the process of dealing with rural management problems. Starting from the two institutional elements of "property rights" and "management", it can be divided into four institutional contents: agricultural land property rights system, rural collective operating assets property rights system, agricultural management system and rural collective economic management system, and each system content is endowed with the system attribute of "combination of unification and division. Wang Lulu et al.: Study on the mechanism of the impact of agricultural productive services on greenhouse gas emissions -- causal inference based on dual ML.Wang Lu Lu Lu Jie Zhang Junyan college of Economics and Management, Shenyang Agricultural University abstract as an important way for small farmers to connect with modern agriculture, agricultural productive services play an important role in breaking through the constraints of resources and environment and promoting the sustainable development of agriculture. Exploring the impact of agricultural productive services on greenhouse gas emissions and its internal mechanism is essential for China to achieve the "double carbon" goal. Based on the field research data of 894 corn growers in the three northeastern provinces, the paper uses the life cycle evaluation method to measure agricultural greenhouse gas emissions and constructs a dual ML model framework to empirically test the impact of agricultural productive services on agricultural greenhouse gases. The model overcomes many strict specific conditions of the traditional causal inference model and solves the problem of "dimension curse. The results show that:(1) agricultural productive services can significantly inhibit agricultural greenhouse gas emissions, and this conclusion is still valid after a variety of robustness tests, which mainly achieves the "emission reduction effect" through indirect paths such as the scale effect of land transfer, the technical effect of conservation tillage and the substitution effect of agricultural labor;(2) in terms of geographical regions, the emission reduction effect of agricultural productive services on the central and western regions of the three northeastern provinces is more significant; as far as the income level of food crops is concerned, agricultural productive services have a more significant effect on reducing greenhouse gas emissions for farmers with higher food income levels;(3) From the perspective of different production service links, tillage, sowing and fertilization are more effective in reducing greenhouse gas emissions. Based on this, the important role of agricultural productive services in China's agricultural greenhouse gas emission reduction action is proposed, which provides scientific policy enlightenment for continuing to strengthen the construction of agricultural productive services and promoting the sustainable development of agriculture. Zhang Yongqiang and Zhang Xian: Research on the Mechanism of Rural E-commerce Empowering County Inclusive GrowthZhang Yongqiang Zhang Xian college of Economics and Management, Northeast Agricultural University abstract inclusive growth is the core path to promote the coordinated development of high-quality economic development and common prosperity. As the basic unit of the national economy and the key unit connecting urban and rural areas, the level of inclusive growth in the county is directly related to the coordinated development of the region and the shared development results of the whole people. Taking 90 counties in Jiangsu, Zhejiang and Guangdong provinces from 2014 to 2022 as samples, this paper constructs two-way fixed effect model, intermediary effect model, threshold model and spatial econometric model to decompose the direct impact, indirect impact and possible threshold effect and spatial spillover effect of inclusive growth in rural e-commerce enabling counties. The research shows that rural e-commerce has a significant and stable role in promoting the inclusive growth of the county. Heterogeneity analysis shows that its empowerment effect is different in counties with different industry-led, infrastructure and population density, highlighting that its effect depends on specific county basic conditions. Mechanism analysis confirms that rural e-commerce indirectly empowers county inclusive growth by optimizing industrial structure and promoting consumption expansion. The threshold effect shows that the empowerment effect of rural e-commerce is nonlinear with the change of facility agriculture scale and labor force scale, and there is a clear threshold effect. The spatial econometric results show that there is a significant spatial spillover effect on the impact of rural e-commerce, and the spillover effect is significantly stronger than the direct effect, indicating that the development of rural e-commerce has a strong regional synergy. Therefore, we should further strengthen the support of rural e-commerce infrastructure and consolidate the foundation for inclusive growth. Shen Dudu et al.: Research on the influence factors of the adoption of outsourcing services for farmers' pest control -- an empirical analysis based on the research data of the main origin of Zhejiang Province.Shen Du Liu Ying Wang Linping college of Economics, Fujian Agriculture and Forestry University abstract the outsourcing of pest control is an important way to solve the shortage of agricultural labor and promote green production. Based on the survey data of 378 growers in Zhejiang Province, based on transaction cost theory and farmer behavior theory, a binary Logit model is constructed to analyze the influence factors of farmers' pest control outsourcing service adoption from the three dimensions of labor resource endowment, land resource conditions and production process outsourcing uncertainty. The results show that the number of workers and the number of plots will have a significant negative impact on the adoption behavior of farmers' prevention and control outsourcing services. The number of agricultural technology training, part-time employment, planting area, cognition of outsourcing prevention effect and coefficient of variation of employee price have a significant positive impact on the adoption behavior. In the control variables, education level, planting experience and health status also have a significant negative impact. Accordingly, through dynamic monitoring of labor supply and demand, integration of land resources, strengthening agricultural technology training and quality supervision, the development of outsourcing services for pest control in the main production area of Zizania latifolia was promoted, and a reference was provided for the promotion of social services for cash crops. Zhai Tianchang et al.: The Share Effect of China-Latin America Agricultural Cooperation and the Reconstruction of Price Transmission Mechanism-Expanding the Diversification Path of China's Soybean ImportsZhai Tianchang Lin Ling Hu Glacier institute of Rural Development, Chinese Academy of Social Sciences abstract under the background of the intensification of the game between big powers and the deep reconstruction of the global agricultural supply chain, it is of great theoretical and practical significance to scientifically evaluate whether the import diversification strategy can really weaken the dependence on a single supplier country, which is of great theoretical and practical significance to ensure China's food security. This paper focuses on the representative product of China-Latin America and China-US agricultural trade-soybeans, combined with the trade data from 2013-2024, from the two dimensions of share substitution and price transmission, to empirically test the mechanism and effectiveness of the deepening cooperation between China and Latin America to promote the diversification of China's soybean import sources under the Sino-US trade friction. The study found that Latin America's import share substitution elasticity relative to U.S. soybeans experienced a three-stage evolution of "jump, adjustment and convergence" after 2018, with an overall significant improvement. Along with this, as Latin America's import share rose to a dominant position, soybean pricing shifted from "US-led" to "mixed Latin American and US-led", effectively weakening the impact of US price shocks on the Chinese market. This change is fundamentally supported by the cumulative effect of China-Latin America cooperation, which keeps the new equilibrium relatively stable under multiple external disturbances. At the same time, the ecological red line for the protection of the Brazilian Amazon rainforest is tightening day by day, and the traditional mode of deforestation and expansion is unsustainable, which restricts the space for further improvement of production capacity. Therefore, in the future, China-Latin America agricultural cooperation should be promoted from extensive expansion to green technology-driven transformation, and the "technology-enabling system adaptation" model should be extended to the global food and agriculture governance system, so as to provide a replicable Chinese solution for developing countries to reduce the risk of supply chain concentration through South-South cooperation. On the one hand, the intensification of the game between China and the United States has triggered the transfer effect of China's agricultural trade. The new Trump administration has imposed tariffs on China, which makes the Sino-US trade friction potentially escalate, and the Sino-US agricultural trade faces new challenges. On the other hand, geopolitical conflicts in some areas, especially the conflict between Russia and Ukraine and the conflict between Palestine and Israel, have had a profound impact on the global trade of agricultural products. The conflict between Russia and Ukraine has led to the obstruction of food exports and has severely damaged countries that rely on Russian and Ukrainian food exports. Although the impact of the Palestinian-Israeli conflict is relatively small, it may still cause fluctuations in agricultural prices, which in turn threatens the stability of global agricultural trade. Geopolitical conflicts threaten the stability of China's agricultural trade through various ways, such as the obstruction of international trade, the rising cost of agricultural materials, trade and policy risks. In order to meet the challenges, China needs to form a joint force from both domestic and foreign perspectives, strengthen agricultural supply-side structural reform, optimize production structure and layout, and improve production efficiency. In recent years, Qianjiang City, Hubei Province, combined with local resource endowments, has gradually broken through resource constraints through technological innovation, realized the integrated development of the entire industrial chain in the fields of crayfish breeding, processing, catering, cultural tourism, and e-commerce, and continuously promoted traditional agriculture to modern technology The transformation and upgrading of agriculture has become a practical model for developing new agricultural productivity according to local conditions. This paper takes the crayfish industry in Qianjiang City, Hubei Province as the research object, and combines the specific practical situation with the vertical single case analysis method to systematically explore the process of endogenous development of new agricultural productivity according to local conditions. The research of this paper finds that the new quality productivity of agriculture is rooted in the original foundation composed of natural resources, market demand and farmers' main innovation, and it is very important to discover and create market demand; under the traction of market demand, the technological revolutionary breakthrough as the core power of the new quality productivity of agriculture is born in the contradiction between natural resource endowment and market demand, which runs through the whole process of industrial chain development from breeding mode to seedling breeding, from intensive processing to cold chain logistics; technological innovation can lead the continuous optimization and reorganization of labor, land, capital, technology, data and other elements, endogeneously form an innovative allocation of production factors, and gradually transform traditional industries and give birth to new industries, new formats and new models in the process, so as to endogeneously promote the deep transformation and upgrading of industries; effective markets and functional complementarity and dynamic collaborative governance of the government, it provides an important institutional mechanism for the formation and development of new agricultural productivity in accordance with local conditions. This paper not only explains practice in theory, attaches great importance to the original basis of local conditions, and emphasizes the endogenous nature of the development of agricultural new quality productivity, but also, the conclusion of the study can provide practical reference for the government to actively guide and promote the development of agricultural new quality productivity according to local conditions. Taking "labor aging-capital deepening-food production" as the logical clue, based on the county-level panel data of 2000, 2010 and 2020, the two-way fixed effect model and tool variable method are used to analyze the impact of rural labor aging on food production. The study found that the aging of China's rural labor force did not bring about a reduction in grain production, but showed a positive effect of increasing production. Mechanical technology substitution and new agricultural business entities into the common expression of the dual capital deepening induced the realization of grain production. According to this, in the structural transformation stage of China's aging labor force, the deepening of dual capital is the fundamental means to transform the impact of aging rural labor force into grain production, and it is also an important way to deal with the impact of food security. Wang Yuze et al: Study on the impact of rural labor return on parents' healthWang Yuze Gong Xiaobei Li Gucheng Hao Zhuang college of Economics and Management, Huazhong Agricultural University abstract under the new situation of moderate aging of the population and accelerated return of rural labor force, it is of great significance to study the impact of labor return on the health of middle-aged and elderly parents, which is of great significance to promote the process of healthy aging and help rural revitalization. Based on the new labor migration theory, this paper explains the mechanism of the influence of rural labor backflow on the health of middle-aged and elderly parents, and uses the fixed effect-tool variable model to empirically analyze the effect of labor backflow on the health of parents. The results showed that the return of rural children significantly reduced the probability of hospitalization, medical expenditure and depression of parents, and improved the physical and mental health of parents. The results of the mechanism analysis show that the return of rural children can improve the health status of parents by enhancing the intergenerational support for parents in terms of economy, health and emotion. Further analysis shows that if the demographic characteristics of parents and their children are different, or the social and economic status of the family is different, there are significant differences in the impact of children's return on the health of parents; with the increase of the return time, the impact of children's return on the health of parents shows a trend of diminishing marginal utility; the distance of the return space will affect the health benefits of rural children's return; in economically underdeveloped areas, labor return can significantly improve parents' life satisfaction, but this effect is not significant in economically developed regions. Therefore, in the process of promoting healthy aging in rural areas, it is necessary to fully consider the important role of labor mobility and intergenerational support on the health of the middle-aged and elderly population. The environmental value and economic cost of emission reduction of large, medium and small agricultural tractors are studied under the background of non-road mobile machinery emission policy national III standard and national IV standard. At the national provincial level, the cost-benefit analysis method is adopted to quantitatively evaluate this policy, and further carry out the simulation analysis and sensitivity analysis of emission reduction scenarios. The study found that within the research time range (December 1, 2022-November 1, 2023), the country created a total of about 5.48 million yuan in emission reduction environmental benefits, of which Henan Province created the highest benefit of 760000 yuan. The average economic cost to achieve the environmental benefits of this volume is about 1191 yuan, which is about 23 times the average environmental benefits of Taiwan. By 2030, the emission reductions of CO, HC, NOX and PM particles will increase by 54.32, 42.25, 40.25 and 46.44 per cent. Before the country updates the fifth round of non-road mobile machinery pollutant emission standards, improving the utilization rate of tractors under the National IV standard is the most effective way to take into account emission reduction, economic costs and environmental benefits, and technological upgrading and cost reduction is the most favorable way to optimize the policy revenue-cost ratio. An empirical study is conducted on the common practices of the world's major economies to ensure the supply of important agricultural products. Among them, economies with abundant agricultural resources insist on "based on domestic" to ensure the supply of important agricultural products, and increase their own effective supply and expand exports to the world by improving agricultural production systems, strengthening agricultural material equipment, and improving agricultural scientific and technological innovation. Economies with scarce agricultural resources make overall use of both domestic and international resources and two markets, the domestic self-sufficiency level of important agricultural products will be enhanced through the implementation of agricultural overseas investment strategies, the development of diversified import channels, the strengthening of global supply chain resilience, and the establishment of production and trade coordination mechanisms.
