By comprehensively combing and analyzing the import restriction measures of global agricultural products during the epidemic period, this paper finds that some import restriction measures adopted by some countries to deal with the impact of the epidemic and protect their agricultural production do not conform to the relevant regulations in the International Classification of Non-Tariff Measures, the General Agreement on Tariffs and Trade (GATT) and the Agreement on the Implementation of Sanitary and Phytosanitary Measures (SPS Agreement), and have strong trade protectionism color, its rationality needs to be further discussed. Based on past experience, trade protectionism cannot fundamentally solve the global crisis caused by the epidemic, but will exacerbate the contraction of the global agricultural economy and trade. Affected by import restrictions, China's agricultural trade has also shown a sharp decline. Zhang Zongyi: "During the 14th Five-Year Plan" period, a number of major issues and initiatives for the transformation of hilly and mountainous farmland should be mechanized.Hilly and mountainous areas are important production bases of fruit, vegetable, tea and characteristic grain and oil in China, and an important area for rural revitalization in China. However, due to the limitation of terrain conditions, the level of agricultural mechanization in China's hilly and mountainous areas is far lower than that in plain areas, and the process of agricultural and rural modernization is seriously lagging behind. It is the key measure to solve the problem of agricultural mechanization lag in hilly and mountainous areas to carry out small and large, short and long, slope reform and other suitable mechanized operations. This paper first expounds the internal logic of farmland mechanization transformation in hilly and mountainous areas from three dimensions: the importance of hilly and mountainous areas in the national agricultural and rural areas, the problems caused by the lagging development of agricultural mechanization and the solutions for the development of agricultural mechanization, and then empirically analyzes the practical cases at home and abroad, this paper analyzes the relationship between the construction of high-standard farmland and the appropriate mechanization, how to determine the scope of the transformation object, how to measure the transformation funds and subsidy funds, how to choose the specific transformation mechanism, how to optimize the technical standards of transformation and other problems faced in the practice of farmland suitable mechanization transformation. The results show that: according to the current transformation cost of 15000~60000 yuan per hectare, only 412.5~1650 yuan per hectare per year is needed to bring an additional benefit of break-even, while the current practice is suitable for mechanized transformation of arable land can generate at least 4500 yuan per hectare per year; in addition, the working mechanism of farmers' participation, construction first and then compensation, quota subsidy and self-financing of the difference is better than the working mechanism of high-standard farmland construction, which is all arranged by the government. Wei Houkai Yuan Peng Lu Qianwen: Historical Evolution and Theoretical Innovation of the Research on Agricultural and Rural Development in ChinaAbstract: To take the road of agricultural and rural development with Chinese characteristics, it is necessary to base on China's basic national conditions, deeply grasp the historical context and major national strategic needs, and comprehensively strengthen and deepen the theoretical research on agricultural and rural development. Since the founding of New China, agricultural and rural development research has experienced a tortuous course, according to the changes in institutional background and research focus, it can be roughly divided into four stages: establishing the socialist transformation theory of traditional small farmers (1949- 1957), exploring the agricultural economic theory under the planned economic system (1958-1977), establishing and developing the agricultural and rural development theory of socialist market economy with Chinese characteristics (1978-2001), and constructing the agricultural and rural development theory of urban-rural integration (2002-present). At present, the theoretical system of socialist agricultural and rural development with Chinese characteristics has been initially established. The research on agricultural and rural development since the founding of New China has made original and important contributions to enriching and developing Marxist political economy and accelerating the construction of philosophy and social sciences with Chinese characteristics. It has provided important theoretical support for promoting the modernization of China's agricultural and rural areas and promoting the reform and development of China's rural areas. Are Farmer Cooperatives Effective Organizations for PovertyBased on the organizational characteristics of farmers' cooperatives, this paper analyzes the mechanism by which poor households join cooperatives to improve their economic conditions and life satisfaction. Then, using the data of 3216 poor households from the 2017 "Accurate Poverty Alleviation and Accurate Poverty Alleviation 100 Villages Survey", the influence of poor households joining cooperatives on their income and life satisfaction is estimated by using an extended regression model that can handle endogenous nature. The results show that joining cooperatives can increase the annual per capita net income of poor households by 872 yuan, and has a greater effect on the income of actual poor households. Joining cooperatives can significantly improve the life satisfaction of poor households, and has a stronger effect on the actual poor households. Social interaction is an intermediary variable affecting the life satisfaction of poor households, which can explain 17.37 of the impact of joining cooperatives on the life satisfaction of poor households. Therefore, policy-making should pay more attention to the multi-dimensional poverty benefit of farmer cooperatives.PDF
