Wang Ling et al.: Can order agriculture improve the business performance of family farms -- empirical evidence from 1968 family farms in the country.Wang Ling, Shi Baofeng, Lu Qian college of Economics and Management, Northwest Agriculture and Forestry University abstract based on the survey data of 1968 family farms in rural fixed observation points, this paper analyzes the impact of participation in order agriculture on the business performance of family farms under the counterfactual framework by using the endogenous conversion regression model. The results show that participation in order farming can significantly improve the business performance of family farms, specifically for family farms that do not participate in order farming if they choose to participate, their business performance will improve, and this conclusion is still valid after a series of robustness tests. The mechanism analysis shows that family farms obtain pre-production, mid-production, post-production services and full-process loan services by participating in order agriculture, achieving cost control, efficiency improvement and risk management, and thus improving their business performance. The heterogeneity analysis found that family farms with low endowments and high management level of farmers and family farms located in the main grain producing areas benefited greatly from order agriculture, and under the contract model of "family farm cooperative leading enterprises", the operating performance of family farms improved more significantly. This paper provides a practical reference for exploring the path of improving the quality and efficiency of family farms and promoting their high-quality development. Li Donglin et al.: The Basic Framework, Future Trend of American Agricultural Policy and China's EnlightenmentLi Dong Lin Jia Wei Li Chunding college of Economics and Management, China Agricultural University abstract the developed degree of modern agriculture in the United States is closely related to its perfect policy support system. This study takes the U.S. Farm Bill as the core, systematically combs the legal basis, main objectives, stage characteristics, basic framework and support system of the U.S. agricultural policy system, and analyzes the key issues and future trends of U.S. agricultural policy since the 21st century. The study found that: on the one hand, the U.S. agricultural policy has a solid legal foundation and systematic framework, and presents typical stage characteristics; on the other hand, the future U.S. agricultural policy may make breakthroughs in optimizing subsidy policy, improving risk management, strengthening sustainable development and consolidating the development of multiple subjects. The study believes that based on the differences between China and the United States, China should reasonably learn from its experience, establish policy trends and policy balances that meet development needs, and combine China's development reality, continue to optimize China's agricultural policies, and further promote the construction of a modern agricultural power. The essence of rural vitality lies in deepening reform and increasing vitality through reform. To deepen rural reform, we must adhere to and improve the basic rural management system. On the premise of stabilizing the rural land contract relationship, we should cultivate and develop new agricultural management entities, improve the specialization and organization of agricultural production and management, embed farmers into the modern agricultural industry system, and realize the organic connection between small farmers and modern agriculture. To deepen rural reform, the main line is to properly handle the relationship between farmers and land. As the organization carrier of the dual structure form of "small farmer service subject", agricultural production trusteeship has the functional characteristics of openness, inclusiveness, flexible extension and overall integration. Hu Xinyan, etc.: A new round of agricultural land rights to promote continuous scale management-evidence from the discrete flow of land and continuous circulation.Hu Xinyan, Xu Jinhai, Luo Biliang college of Economics and Management, South China Agricultural University/National Institute of Agricultural System and Development abstract in this paper, according to whether the location of the two sides of agricultural land circulation is adjacent, the farmers' circulation behavior is divided into discrete flow and continuous circulation, and examines the impact of the new round of agricultural land right confirmation on the scale management effect of agricultural land circulation. The study found that the right of agricultural land by reducing the destruction of agricultural land boundary behavior and agricultural production contradictions, reduce the transaction cost of adjacent land circulation, significantly promote the land circulation, and then promote the continuous scale management of agricultural land. Not only that, compared with discrete flow transfer, the written contract of continuous circulation has a higher probability of signing, less zero rent and longer term, which helps to promote the contract of agricultural land property rights transaction. Liu Qichao and Wang Yahua: The influence of rice culture on the settlement of migrant workers -- based on the perspective of social network.Liu Qichao and Wang Yahua china Rural Research Institute, Tsinghua University; School of Public Administration, Tsinghua University abstract based on the data of the floating population in China's rural cities, this paper uses the Probit model and the IV-Probit model to empirically test the influence of rice culture on the settlement of migrant workers. The study found that rice culture will significantly increase the probability of migrant workers living in the same village after entering the city. The results of the moderating effect analysis show that the above effects will be enhanced because migrant workers do not sign labor contracts and do not enjoy social security in the city, that is, they will be enhanced because of the increased risks faced by migrant workers. The mechanism analysis shows that the rice culture makes migrant workers pay more attention to the strong relationship network, which causes them to tend to live in the same hometown after entering the city. Specifically, the rice culture will make the social interaction objects of migrant workers after entering the city are mostly members of the strong relationship network, which will lead to their preference to live in the same hometown after entering the city. Based on this, in the process of promoting the new urbanization, we should promote the reconstruction of migrant workers' social network to reduce their dependence on the strong relationship network, promote the equalization of urban basic public services and strengthen the protection of migrant workers' labor rights and interests to improve the ability of migrant workers to cope with risks. Ma Zhixiong and Ding Shijun: Livelihood Capital, Livelihood Risk and Risk Management in Farmers' DifferentiationMa Zhixiong Ding Shijun school of Economics, Guangdong University of Finance and Economics; Zhongnan University of Economics and Law abstract under the background of rural revitalization, the risk management logic in farmers' differentiation is analyzed, and the analysis framework of the impact of farmers' livelihood capital and its risks on the risk selection of farmers' differentiation is proposed. Based on the unbalanced panel data of 27030 farmers' samples in CFPS database from 2012 to 2020, the two-column model estimation and systematic generalized moment estimation (GMM) are used for empirical testing. The study found that the increase of natural capital has a negative impact on farmers' differentiation risk because the agricultural management of farmers in China has failed to meet the scale requirements in general; the increase of material capital, financial capital and social capital can directly improve farmers' anti-risk ability and play a positive role in the increase of farmers' differentiation risk; the improvement of human capital plays a "catalyst" role in the current farmers' differentiation risk, but it will not make farmers continue to rise in the risk of differentiation. In addition, the livelihood risks faced by farmers affect the risk choice of farmers' differentiation in two ways, one is due to the "reflection effect" of farmers to make up for losses, the increase of non-systematic livelihood risks will increase the risk of farmers' differentiation, and the other is that farmers face more complex livelihood decisions and more information processing costs, and the increase of systematic livelihood risks will reduce the risk of farmers' differentiation. Wan Junyi, etc.: How to promote the construction of modern agricultural industrial parks to increase farmers' income -- based on the dual perspective of industrial agglomeration and structural upgrading.Wan Junyi, Han Liang, Jing Xu college of Economics and Management, South China Agricultural University abstract modern agricultural industrial park is the growth pole to guide the high-quality development of agriculture, but its mechanism to improve the income of regional farmers is not clear. Based on the panel data of 273 prefecture-level cities in China from 2014 to 2020, the multi-period double differential model is used to explore the influence mechanism of the construction of national modern agricultural industrial park on regional farmers' income. The research shows that the construction of national modern agricultural industrial parks can effectively improve the total income, wage income and net operating income of regional farmers, and the income-increasing effect is lagging and sustainable; the construction of industrial parks can not only improve the net operating income and wage income of farmers by promoting industrial agglomeration, but also increase the wage income of farmers by promoting structural upgrading; compared with the bulk agricultural products industrial park, the characteristic high-value agricultural products industrial park has a better effect on the level of structural upgrading, farmers' total income and wage income, while there is no significant difference in the effect of improving the level of industrial agglomeration and farmers' net income. Hong Yu et al.: Path Selection of Agricultural Modernization in Different Regions of China -- Based on the Theory of Technology Induction and the Experience of Developed CountriesHong Yu, Chen Yangfen, Liu Jian institute of Agricultural Economics and Development, Chinese Academy of Agricultural Sciences; Institute of Agricultural Development in Transition Economy (IAMO), Leibniz, Germany abstract agricultural modernization is the key foundation to speed up the construction of agricultural power and realize the comprehensive revitalization of rural areas. Based on the theory of technology induction, this study systematically explains the theoretical logic of agricultural modernization path selection, analyzes the empirical path of agricultural modernization in developed countries, and uses the panel data of 31 provinces (autonomous regions and cities) (excluding Hong Kong, Macao and Taiwan) in China from 2000 to 2021 and the translog production function model to empirically analyze the change characteristics of factor output elasticity in different regions of China, and puts forward the appropriate path of regional agricultural modernization. The results show that the technological innovation path based on factor endowment determines the mode direction of agricultural modernization. The path of agricultural modernization in typical developed countries such as the United States, Japan, Germany and Israel follows the theoretical logic of technology induction. Since 2000, the elasticity of labor factor output in China has been negative, showing a trend of "decreasing first and then increasing. The output elasticity of fertilizer elements is gradually decreasing and only the eastern region is still positive, the output elasticity of mechanical elements and land elements is increasing, and the regions with the most obvious advantages are the northeast and central respectively, which basically follow the internal logic of technology induction. Thus, at the regional level, eastern, central, western and northeastern China are respectively suitable for Japan's intensive cultivation path, Germany's production intensive and mechanical technology complex path, Israel's environmental priority and scientific and technological innovation combined with precision path and the United States scale management agricultural modernization path. Li Tianxiang and Zhu Jing: International Experience and Enlightenment of Grain Postpartum Service System ConstructionLi Tianxiang Zhu Jing college of Economics and Management, Nanjing Agricultural University abstract reducing food loss is an important way to achieve sustainable development and ensure food security, and the construction of food post-production service system is the key link to reduce food loss. Based on the analysis of the current situation and problems of China's grain post-natal service development, this paper combs some experiences and practices of the three typical countries of the United States, Canada and Japan in the development of grain post-natal services, and discusses its enlightenment and mirror to the construction of China's grain post-natal service system in the light of the actual situation in China. The results show that the full commercial operation of the food industry chain is the cornerstone of the United States and Canada to build a complete food post-natal service system, and the advanced technology of grain loss reduction in the whole industry chain and the cooperation and coordination mechanism between the government, enterprises and farmers are the key to the operation of its food post-natal service system. Japan, while introducing advanced technology, has constructed a well-defined and standardized food post-natal service system built by the government, this effectively guarantees farmers' income from growing grain. Based on the analytical framework of "contract attribute-governance structure" of transaction cost economics, this paper analyzes the theoretical connotation and mechanism behind the reform of agricultural standard land. The study found that the new type of agricultural land transfer, which strengthens the requirements of agricultural land use, faces higher asset specificity and the transaction risks it causes. On the basis of the village collective organization of farmers to transfer agricultural land, the addition of township asset operation companies and the strengthening of local government supervision and services is a new form of realization of the mixed governance structure, which can better match and adapt to the contractual attributes of this new type of agricultural land transfer, so as to reduce the transaction risk more effectively. The relevant conclusions can not only provide a deeper understanding of the innovative agricultural land transfer and its organizational model, but also provide a useful reference for policy-making to speed up the construction of modern agricultural management system. Hu Bingchuan and Liu Huijing: The American Agricultural Policy System and the Commercialization of Genetically Modified Crops -- Also on the Impact of the Promotion of Genetically Modified Crops in ChinaHu Glacier Liu Huijing institute of Rural Development, Chinese Academy of Social Sciences; School of Applied Economics, University of Chinese Academy of Social Sciences abstract although still controversial, the development of transgenic technology from laboratory technology to commercialization is an important progress in global agricultural development. In this historical process, the American agricultural system has played an important role, especially the modesty of the legal system and the reality of the policy system. This paper also discusses the relationship between scientific and technological progress and commercial realization of the American agricultural system by going back to the representative bills and policies related to the commercialization of genetically modified genes in the United States. From the perspective of development, the historical experience of the United States has promoted the process of GM commercialization in China, especially for the economic and social impact and the handling of related disputes. In order to make the problem specific, this paper takes the comprehensive promotion of transgenic technology and variety liberalization of Chinese corn varieties as an example to evaluate the specific economic impact of China's transgenic commercialization. The results not only include the fact that the promotion of genetically modified crops will greatly improve China's grain production capacity, but also may change the domestic agricultural production structure and benefit distribution pattern, and even indirectly affect the agricultural trade structure between China and the United States. Li Xiaoyang et al.: Research on the transmission mechanism of digital transformation empowering agricultural enterprises to improve their business performance.Abstract: in this paper, the data of 126 A- share listed agricultural enterprises from 2010 to 2020 are selected, and the transmission mechanism of digital transformation empowering agricultural enterprises to improve their business performance is empirically studied based on the double fixed effect model. The study found that:(1) the empowerment effect of digital transformation on the improvement of the business performance of agricultural enterprises was verified, and the effect was found to be continuously positive;(2) the efficiency of operating cost control played a complete intermediary effect in the transmission of digital transformation to enable the improvement of the business performance of agricultural enterprises, that is, digital transformation by improving the level of enterprise operating cost management, and then improving the level of agricultural enterprise operating performance;(3) The efficiency of period cost control plays a masking effect in the transmission of digital transformation to enable the improvement of the business performance of agricultural enterprises, that is, digital transformation increases the proportion of expenses in the total income of enterprises during the period, thus weakening the role of digital transformation in improving the business performance of enterprises. Zeng Yinchu and Ji Wei: Trends and Implications of the Reform of the EU Common Agricultural Policy 2023-2027Abstract: The reform of the EU Common Agricultural Policy (CAP) in 2023-2027 defines the policy target system composed of "three domain goals" and "three cross-domain goals". For the first time, the new delivery model with "national strategic plan" as the core will be adopted. While continuing the policy framework of "two pillars" and "three areas", the policy intervention measures in various fields will be partially adjusted, the "greening" of decoupling payments has been achieved, the new Climate, Environment and Animal Welfare Programme (Ecological Programme) has been established, the implementation of the Product-Specific Sector Assistance Programme has been adjusted, the "priority areas" of rural development policy have been reorganized, and interventions in the area of rural development have been merged. The new round of CAP after the reform is more "green", more emphasis on "knowledge and innovation" and more simplified. The new round of CAP from 2023 to 2027 has little impact on China-EU agricultural trade, but it has reference significance for policy formulation, implementation, monitoring and evaluation under China's rural revitalization strategy.PDF

The grain supply in the international market has become tight, the spot price of grain period has risen in an all-round way, and the food panic has spread to the whole world. Due to the long-term prominent characteristics of food security in the Middle East and Africa, such as vulnerability, persistence, sensitivity, inducement and political relevance, the food security of the Middle East and Africa has been severely impacted under the situation of the conflict between Russia and Ukraine, which has led to the spread of panic to the whole world, causing a series of potential unstable factors such as food supply cut-off in the region, aggravation of social unrest and rising political risks, and spillover to form a global food panic, the food crisis in the Middle East and Africa has evolved into a global food security public event, which has led to increased uncertainties such as the sharp increase in food inflation pressure, the differentiation of international power, the spread of trade protectionism and the rise of food diplomacy. Qiu Huanguang et al.: Fighting a turnaround in the seed industry: the dilemma and choice of China's seed industry developmentAs a national strategic and basic core industry, the high-quality development of seed industry is the foundation of promoting agricultural modernization and ensuring national food security. Based on the analysis of the current situation of China's seed industry development, this paper analyzes the integrated development mechanism of China's seed industry, and believes that China's seed industry is currently in a stage where breeding research and development is dominated by public scientific research departments and insufficient participation of seed enterprises, facing the dilemma of "scattered breeding resources, private investment market failure and mismatch between public scientific research and market demand, refining basic technological breakthroughs, intellectual property protection, and mergers and reorganizations are important drivers for the U.S. seed industry to achieve a leap in development stages. Following the objective facts of the differences between China and the developed countries in the development stage of the seed industry, it is proposed that the development of China's seed industry is restricted by factors such as imperfect germplasm resources, breeding talents prefer public scientific research departments, weak intellectual property protection, and small-scale seed enterprises.
