Research on the Impact of Supply-side Production End Change on China's Food SecurityUnder the background of the food security strategy of "basic self-sufficiency of grain and absolute security of rations", the production side of grain supply plays a key role in ensuring China's food security. In recent years, with the advancement of urbanization and agricultural modernization, new agricultural business entities and large-scale land management have developed rapidly. While the quality, efficiency and specialization of grain production have been continuously improved, the improvement of land production efficiency and the prevention of market risks are facing challenges; the rising cost of grain production and the decline of comparative income have weakened the function of agriculture to support family livelihoods, resulting in a general reduction in farmers' willingness to grow grain; the upgrading of the food consumption structure of the population leads to the adjustment of the planting structure, which increases the policy cost of ensuring the absolute security of food rations. The main structure and behavior of grain production, production cost and comparative income, supply and demand matching relationship and other important changes on the production end, have an important impact on the food supply capacity and then on the national food security. Therefore, it is necessary to optimize the goal of food security, reasonably coordinate the relationship between "guaranteed output" and "excellent structure", improve the price incentive mechanism, optimize the production structure oriented by demand upgrading, optimize the control mechanism of purchasing and storage, and enhance the ability to deal with food security risks; take various measures to improve the enthusiasm of farmers to grow grain and local governments to develop grain, while making full use of foreign resources and international markets.PDF

The Reform Course, Basic Experience and Deepening Path of Market-oriented Allocation of Rural Factors in ChinaOver the past 40 years of reform and opening up, the level of market-oriented allocation of rural factors in China has been significantly improved, which has not only promoted the development of agriculture and rural areas, but also promoted the process of industrialization and urbanization in China, and accumulated valuable experience for the construction of a more perfect system and mechanism of market-oriented allocation of factors. In view of the problems existing in the market-oriented allocation of rural elements in China, such as insufficient activation of resources and assets, poor flow of factors across urban and rural areas and regions, and insufficient protection of rural property rights, it is suggested that we should continue to do a good job in the revitalization, flow and protection of resource elements, so as to lay a solid institutional foundation for building a high-standard market system and promoting high-quality economic and social development. Research on Approaches to Addressing Relative Poverty in the Pursuit of Common ProsperityThe four aspects of relative poverty in China's medium-and long-term process: China can be different from other developed countries in establishing the goal of solving relative poverty under the modern framework of common prosperity; in order to fully meet the needs of poverty and social progress monitoring and poverty reduction policies, China can formulate a diversified relative poverty standard system at this stage; to solve relative poverty, China should adhere to the "three pillars" strategy of economic growth, human capital investment and social security, which is widely adopted in the world. However, it needs to make necessary adjustments in the light of China's national conditions. In particular, it should continue to adhere to the development support strategy and policy guidance; relative poverty governance needs to be turned to routine, optimize the pattern of large-scale poverty alleviation, and implement institutionalized and legalized poverty governance. Farmers' Participation in Agro-ecological Transformation: Expected Benefits or Policy Incentives?Expected benefits and policy incentives are two important aspects that affect farmers' participation in agro-ecological transformation. Through the study, it is found that the cost expectation of environmental protection technology and the cost expectation of waste recycling in the expected benefits hinder farmers' participation in agricultural ecological transformation, while the income expectation plays a promoting role; the government supervision and policy subsidies in policy incentives have obvious targeted guidance; the expected benefit factors such as the cost expectation of environmental protection technology and the cost expectation of waste recycling are the surface direct factors, government regulation, policy subsidies and other policy incentives are deep root factors. Therefore, it is necessary to promote the formation of a market mechanism for high-quality and high-price agricultural products, provide a demonstration model for agricultural ecological transformation; promote the green, high-quality, and brand construction of facility vegetable production, and strengthen the identification of green vegetables; attach importance to the construction of green vegetable demonstration bases and explore agriculture Ecological transformation model enhances farmers' confidence in participating in agricultural ecological transformation. At the same time, the combination of policy constraints and policy incentives, the implementation of agricultural ecological transformation policy incentives. Land fragmentation, service outsourcing and agricultural land abandonment -- an empirical analysis based on 2704 farmers' questionnaires in 9 provinces and regions. In recent years, the phenomenon of low agricultural production efficiency and farmland abandonment in China has become more and more prominent. The research shows that land fragmentation will increase the incidence of agricultural land abandonment; agricultural service outsourcing can significantly inhibit farmers' abandonment of agricultural land; the development of agricultural outsourcing service market can significantly reduce the rate of agricultural land abandonment caused by land fragmentation. Therefore, to resolve the problem of agricultural land abandonment, we can promote the continuity of farmers' land management through land consolidation and land exchange; encourage farmers, especially new agricultural business entities, to operate on a moderate scale; promote the development of agricultural service outsourcing market to meet farmers' demand for outsourcing services; rationally adjust the support policies for agricultural layout and scale operation, and strengthen the organization of agricultural production layout and the specialization of productive services. Evaluation of the Degree of Achieving the Target of the Value-added Proportion of the Service Industry in the 13th Five-Year PlanThe target of the proportion of added value of the service industry in the 13th five-year Plan is set on the high side, mainly because there is not enough research on the reasons why the proportion of added value of the service industry has increased significantly year after year during the 12th five-year Plan period, especially after 2012. the domestic and foreign empirical research on the relationship between the service industry and economic growth, the service industry and the manufacturing industry is weak. Although it is difficult to achieve the goal, it is not impossible. Accelerating the high-quality and efficient development of the service industry should still be the focus of the future service industry development; strengthen the preliminary research on the theory and policy issues of the service industry development in the "14th Five-Year Plan. Estimation of agricultural labor force quantity and labor productivity in ChinaThrough the construction of the analysis framework, it is estimated that the number of agricultural labor force employment in 2016 is 130.32 million, equivalent to 60.6 per cent of the China Rural Statistical Yearbook (2017). On this basis, the calculation of agricultural labor productivity in 2016 is US $7476.5, which is 40.4% more than the World Bank (US $5325.8), indicating that my country's agricultural labor productivity is largely underestimated. Based on this method, the agricultural labor productivity in 2003-2016 was calculated and its development trend was analyzed. Some enlightenments are put forward: continuously increase the share of technological contribution in agricultural growth and increase the output per unit area; vigorously develop new agricultural business entities; continuously extend the agricultural industry chain with the concept of industrial economy, and realize the transformation from a large agricultural country to an agricultural power; continue to promote the integration of urban and rural development, realize the equalization of urban and rural labor market, promote more rural labor force to find employment or even settle in cities, and continue to reduce the supply of agricultural labor force. At the same time, improve the level of agricultural mechanization and socialized services, as well as the efficiency of labor production in the agricultural field. Agricultural Support and Protection System in the Forty Years of Reform and Opening up: Context and DevelopmentIn the past 40 years of reform and opening up, China's agricultural support and protection system has been gradually systematized. From a logical point of view, the exogenous evolution of agricultural support and protection policies is actually driven by the endogenous development of agriculture, which has played a positive role in the development of agriculture and rural areas to a large extent. effect. At the same time, we should also see that the overshoot effect of the current agricultural support and protection policy has not fully played the role of optimal allocation in agricultural development, which has also become a new starting point for the reform of agricultural support and protection policy. Obviously, agricultural and rural development has both general laws and constant problem variation. From the perspective of the 40 years of reform and opening up, in form, the agricultural support and protection system does not have a fixed model and replicable experience that can be followed, but there is still a basic logic in connotation. Through the context of China's agricultural support and protection system in the past 40 years, observing the future development of the system will have a positive effect on the improvement of agricultural productivity and the progress of rural society. Farmers' Differentiation, Land Transfer and Contract WithdrawalThe differentiation of farmers does not promote the withdrawal of land contracting rights, but inhibits their willingness to withdraw from land contracting rights. Farmers with a lower degree of land dependence are more inclined to withdraw from land contracting rights, but the behavior of land transfer affects the willingness to withdraw from land contracting rights of farmers with a lower degree of differentiation to a greater extent. Farmers with a higher degree of differentiation and transferred out of contracted land have a lower willingness to withdraw from contracting rights, that is, groups of farmers who are more in line with the objective of the exit policy are more likely to continue to hold land contracting rights. This requires that when further exploring the exit mechanism of land contracting rights, we should improve the supporting policies, clarify the functional ownership of land contracting rights, set the scope of transferees, and let farmers have stable and reasonable value expectations for holding land contracting rights, so as to guide qualified farmers to rationally withdraw from land contracting rights. Empirical Analysis of New Agricultural Business Entities and Their Joining Cooperatives -- Based on Panel Data of 795 Planting Family Farms in ChinaThe scale of family farm land operations has a significant positive effect on farm participation in cooperatives, I .e., those with large operations have a higher probability of joining cooperatives; this conclusion remains robust even taking into account the exogenous effects of the number of cooperatives in the area where the family farm is located. Therefore, we should further encourage and support the development of new agricultural business entities such as family farms; build and improve the agricultural socialized service system to meet the cooperation needs of agricultural business entities; actively promote farmers and agricultural training, and cultivate a large number of high-quality new professional farmers. Reshaping China's Concept of Food SecurityChina's food security issues must be placed in a global perspective. In addition, as a rising power, China must reshape its self-sufficient food rations concept, use market-oriented concepts to mobilize the enthusiasm of major food-producing areas and their farmers, and achieve domestic food at the lowest cost. security. At the same time, China has the responsibility and ability to help underdeveloped countries (regions) improve their food supply capacity, build a sustainable, stable and safe global agricultural supply network, provide important public goods for global hunger, and adhere to the global view of a responsible power. Analysis of the Influencing Factors of Poverty Alleviation Identity of Poor Households in Founding Files in Precision Poverty AlleviationThe identification of poverty alleviation is an important criterion to reflect whether farmers are really out of poverty, and the research shows that the per capita income of families, the standardization of poverty alleviation procedures, the ability of family development, the sense of fairness in poverty alleviation and the satisfaction of poverty alleviation results have a significant impact on the identification of poverty alleviation of households that have been lifted out of poverty. Therefore, in the assessment and evaluation of poverty alleviation at different levels of counties, villages and households, attention should be paid to the subjective index of poverty alleviation identification. Pay attention to the construction of family development ability indicators; And by encouraging farmers to participate to reflect interactive fairness, reiterating the principles of "seeking truth from facts" and "being honest and honest" in the implementation of poverty alleviation, straighten out the system and mechanism of precise management to reflect the fairness of the process of poverty alleviation assessment. The Impact of Sino-US Trade Disputes on China's AgricultureA study of the impact of Sino-US trade frictions on China's agriculture since April 2018 found that: first, the Sino-US trade friction will be long-term, systematic and complex. Second, in the short term, domestic soybean prices may phase higher. For this negative impact, we can start from four aspects:(1) increase soybean imports to other countries. (2) Promote the pig feed industry from the energy feed corn and protein feed soybean meal-based American formula to wheat, oat, barley-based European formula. (3) Expand the import of sunflower meal, rapeseed meal and other protein raw materials to make up for the problem of rising feed raw material prices caused by the periodic rise in soybean prices. (4) In the long run, it is necessary to strengthen the support for domestic soybeans. Third, in the long run, this trade friction is good for China's agricultural development.
